Purchasing & Specifications Specialist IV - Honolulu, Oahu
About the role
The Purchasing & Specifications Specialist IV position within the Judiciary's centralized purchasing program involves performing the full range and variety of work in governmental purchasing, standards and specifications development, and contracts procurement for highly technical and complex commodities and services.
Responsibilities
- Independently works with users and vendors in identifying, clarifying and specifying requirements of products.
- Evaluates unique user situations and concerns, analyzes and evaluates documentation, justifications, terms and conditions of purchases.
- Develops technical specifications which clearly describe the desired product, material, equipment or service.
- Foresees problems which may arise in the execution, administration or termination of the purchasing agreement, and recommends/develops terms and conditions and other special requirements accordingly.
- Drafts specifications for formal bids and/or updates such specifications to ensure their currency and applicability.
- Understands and uses common purchasing resources (e.g., catalogs, buyers' guides, etc.) and applies knowledge of documentation requirements for formal purchases (e.g., bonding, indemnification, insurance, severability).
- Applies knowledge and application of formal bidding procedures (e.g., advertising, receipt and analysis of bids) and responds to inquiries regarding the bidding process.
Requirements
- Education: Bachelor's degree from an accredited college or university.
- Specialized Experience: At least 2.5 years of responsible professional experience in purchasing, involving drafting specifications for formal bids and updating them to ensure currency and applicability, and knowledge of common purchasing resources and formal bidding procedures.
Qualifications
- Experience: One year of experience comparable to a Purchasing and Specifications Specialist III.

- High level of analytical skills.
