About the role

The Purchasing Contracts Administrator is responsible for managing and administering complex construction and service contracts, including RFPs, RFQs, and ITBs. They ensure compliance with state and federal procurement requirements, assist with contract development and evaluation processes, monitor contractor performance, process contract documentation and invoices, communicate project status to stakeholders, and maintain accurate records of all contractual activities.

Responsibilities

  • Publishes requested documents required to fulfill daily demands of contract documentation in a timely manner.
  • May assist in development of scope of work, evaluation methodologies, price proposal structures and all aspects of contract formulation.
  • Ensures that all contract actions are completed according to state and federal requirements.
  • Recognizes the appropriate contract types for a given purchasing situation.
  • Maintains accurate records of all contractual activities.
  • Validates and routes invoices appropriately, with proper documentation to justify payments.
  • Communicates progress status on a daily basis to keep contract representatives informed.
  • Processes and properly handles all incoming documentation concerning contract performance and/or function.
  • Performs other duties as assigned.

Qualifications

  • Effective communication and organizational skills.
  • General knowledge of purchasing concepts and principles for complex contracts is required.
  • Familiarity in project management preferred.
  • Certified Professional Public Buyer (CPPB) by Universal Public Procurement Certification Council (UPPCC), Certified Professional Purchasing Manager (CPPM) by American Purchasing Society (APS), or Certified Texas Contract Developer (CTCD) by Texas Comptroller of Public Accounts.
  • Bachelor's Degree in Purchasing, Business, or a related field required.
  • 3 years of experience in a major purchasing environment working with complex, long-term services and construction contracts, with 1 year at UTHSC-Houston or other state institutions of higher learning preferred.
