About the Role

You will serve as a Purchasing Agent in the Contracting Department of NAVSUP FLC Puget Sound.

Responsibilities

  • Apply a practical knowledge of technical methods, principles, and practices to perform complex purchasing work involving specialty manufacture of unique equipment.
  • Develop criteria and technical ranking factors for purchases of a variety of requirements.
  • Resolve claims and terminations.
  • Analyze price reasonableness using various methods to ensure award of contracts/orders at fair and reasonable prices.
  • Utilize the Standard Procurement System (SPS) to develop and award simplified acquisition purchases and place orders under existing contracts.
  • Perform research analysis and problem solving using market research, relating to both commonly purchased commercial items and specialized items/services.
  • Conduct reviews and provide guidance to lower-level purchasing agents utilizing the procurement process.
  • Coordinate work packages to prioritize and meet deadlines by understanding customers' practices and activities.

Requirements

Your resume must demonstrate at least one year of specialized experience performing purchasing work equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector.

Qualifications

  • Extensive knowledge of contracting principles, methods, and techniques, including laws, statutes, rules, and regulations governing Navy contracting operations such as:
    • Federal Acquisition Regulations (FAR)
    • Defense FAR Supplement (DFARS)
    • Navy Marine Corps Acquisition Regulation Supplement (NMCARS)
    • Naval Supply Systems Command (NAVSUP) acquisition policies and procedures
    • FLCPS Contracting Department policies and procedures for acquisitions (e.g., orders, modifications) up to the simplified acquisition threshold (SAT)
  • Strong oral and written communication skills.
  • Experience in the following areas:
    • Analyzing price reasonableness to ensure fair and reasonable contract/order awards.
    • Using the Standard Procurement System (SPS) for simplified acquisition purchases and placing orders under existing contracts.
    • Performing market research and problem-solving for both commercial and specialized items/services.
    • Conducting reviews and providing guidance to lower-level purchasing agents.
    • Understanding customer practices to coordinate and prioritize work packages.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills.
