About the role
This position oversees, plans, coordinates, and reviews the work of staff supporting all Public Works divisions including Administration, Traffic, Parks, Stormwater, Facilities, and Fleet Management.
Responsibilities
- Plans, prioritizes, assigns, supervises, and reviews the work of staff responsible for general support functions across all Public Works divisions.
- Establishes schedules and methods for providing general support services; identifies resource needs; reviews needs with appropriate management staff; allocates resources accordingly.
- Participates in the development of policies and procedures; monitors work activities to ensure compliance with established policies and procedures.
- Collaborates with Administration, Traffic, Parks, Stormwater, Facilities, and Fleet Management divisions to provide effective support services.
- Prepares and manages budgets for materials, supplies, and equipment; maintains inventory control systems.
- Maintains comprehensive records of all support activities and prepares detailed reports.
- Supervises support for complex cleaning, repair, and maintenance of City owned buildings.
- Oversees advanced carpentry, painting, and plumbing projects across multiple departments.
- Coordinates support for HVAC system maintenance, repair, and replacement programs and is familiar with Metasys software.
- Manages large-scale moving, building, and storing of furniture/office equipment.
- Develops and implements emergency response protocols for all Public Works divisions.
- Advanced proficiency in Microsoft Office suite and public works management software systems.
- Coordinates tree clearing and removal operations that present safety hazards to citizensand/or city property.
- Serves as chief inspector on traffic signal installations under contract when needed.
- Coordinates equipment and grounds maintenance throughout City owned parks and rights-of-ways.
- Manages support for sidewalk, roadway, and stormwater repair/maintenance projects.
- Coordinates support for fleet maintenance operations.
- Implements interdepartmental projects as directed by the Public Works Director.
- Serves as a key member of the Public Works management team.
Requirements
- Associate's Degree in Public Administration, Construction Management, or related field and five years of increasingly responsible experience in public works operations, including two years of supervisory responsibility; or an equivalent combination of education and experience.
- I.M.S.A. Level 2 Certification and Work Zone Safety Program Level2TrafficSignal Field Techniciancertificationrequired.
- Must be highly proficient in the use of equipment necessary to perform tasks with the ability to supervise staff effectively and coordinate with multiple departments.
Qualifications
- Experience managing or supervising staff.
- Able to operate, maneuver, and/or control heavy duty equipment such as skid steers, mini excavators, non CDL dump trucks, pickup trucks, and trailers.
- Able to work occasional evenings or weekends during events or emergency operations.
- Able to lift and/or carry weights of up to 50lbs.
- Have an Associate's Degree or higher in Public Administration, Construction Management, or a related field.
- Able to work outdoors and perform duties in varying weather conditions, including extreme heat, rain, or storms.
- Possess a valid South Carolina driver's license.
- Have an International Municipal Signal Association (IMSA) certification.
Skills
- Advanced knowledge of municipal public works operations including traffic systems, parks maintenance, stormwater systems, facilities management, and fleet operations.
- Electrical theory and practice; low voltage systems; lighting and control circuits; materials, methods and equipment used in the installation, maintenance and repair of various infrastructure systems.
- Methods, materials and equipment used in construction and repair.
- Safe driving practices; safe work practices; principles of supervision, training, and performance evaluation.
- Basic budgeting principles and practices; applicable federal, state, and local laws, codes, and regulations.
