About the Role

Civil Science is seeking a Public Works Division Manager to lead and grow our Public Works practice across Idaho. We have an established municipal practice in Idaho — water, wastewater, stormwater, and roadway projects — and we're looking for the right leader to grow it. Your work will directly support the communities these systems serve, and your leadership will determine how the division develops from here. We're looking for an experienced Professional Engineer who can balance business development, client relationships, project delivery, and team leadership.

Responsibilities

  • Lead and grow Civil Science's Idaho Public Works Division
  • Develop and maintain strong relationships with municipal clients throughout Idaho
  • Serve as executive-level client contact for public works and municipal infrastructure projects
  • Oversee project delivery, budgets, schedules, staffing, and quality management
  • Lead business development efforts including pursuits, proposals, interviews, and strategic planning
  • Mentor, supervise, and develop engineers, project managers, designers, and technical staff
  • Implement division-wide QA/QC standards and project delivery best practices
  • Collaborate as a team on staffing plans, financial performance, and market growth
  • Build long-term client partnerships that generate sustainable backlog and repeat business
  • Help recruit and develop future leaders within the Idaho Public Works team

Requirements

  • Bachelor's Degree in Civil Engineering
  • Professional Engineer (PE) license (Idaho or ability to obtain within six months)
  • 12+ years of experience in municipal/public works infrastructure
  • Extensive experience with water, wastewater, stormwater, and roadway projects
  • Strong project management and QA/QC leadership experience
  • Experience supervising technical staff and project managers
  • Business development experience including proposal development and client management
  • Proficiency with Civil 3D and Adobe Acrobat
  • Ability to travel throughout Idaho to support clients and project teams

Skills That Stand Out

  • Existing relationships with Idaho municipalities and public agencies
  • Experience building or expanding a Public Works practice
  • Proposal leadership, contract negotiation, and fee development experience
  • Familiarity with Idaho DEQ, local highway districts, and municipal procurement processes
  • Experience leading strategic growth initiatives within an engineering consulting firm
