About the role

The Oregon Department of Human Services (ODHS) is seeking a Public Benefits Specialist to join the Oregon Eligibility Partnership (OEP). OEP determines eligibility for Oregonians applying for medical, food, cash, and childcare benefits through the ONE eligibility system. This role is critical in providing timely, accurate, and equitable eligibility determinations using a person-centered approach.

Responsibilities

  • Determine eligibility for public benefits programs, including medical, food, cash, and childcare assistance.
  • Communicate decisions regarding approval or denial of benefits to applicants, adapting explanations of complex rules and procedures for diverse audiences.
  • Complete tasks and projects in a fast-paced, high-volume environment with attention to detail, particularly in data entry and document review.
  • Handle confidential and sensitive information with professionalism and integrity.
  • Provide customer service in a person-centered, trauma-informed manner through a diversity, equity, and anti-racism lens.
  • Develop collaborative relationships with internal and external partners to foster trust, inclusivity, and respect.
  • Demonstrate active listening, apply lessons learned, and welcome constructive feedback to improve performance.

Requirements

  • One year of experience as a Human Services Specialist 1 for the State of Oregon; OR
  • Two years of experience working with the public, providing assistance and interpreting policies, rules, or guidelines; OR
  • An associate degree in Behavioral Science, Social Science, or a closely related field AND six months of experience working with the public, providing assistance and interpreting policies, rules, or guidelines; OR
  • An equivalent combination of education, training, and experience.

Working Conditions

  • Primarily office-based in a cubicle environment with potential interruptions and varying noise levels.
  • Occasional overtime may be available.
  • Travel may be required for business needs or training; a valid driver’s license and acceptable driving record are required.
  • Must maintain good attendance and appropriate use of accrued paid leave.
  • May interact with individuals who are angry, hostile, frustrated, or have behavioral/cognitive challenges.
  • Fast-paced environment with evolving policies and procedures; involves repetitive motions, prolonged sitting, and daily computer use.
  • Work may be reviewed by supervisors, leads, or through audits and quality assurance activities.
  • Standard working hours: 8:15 AM to 5:15 PM, Monday through Friday, with potential for flexible or extended hours (e.g., evenings/weekends) as needed.

Background Checks

  • Finalists will undergo a criminal history and background check; adverse findings may disqualify candidates.
  • No visa sponsorship is offered.
  • Must complete the US Department of Homeland Security’s I-9 form within three days of hire to confirm work authorization; E-Verify will be used.

Pay

$4,519 – $5,988 per month.

This is a permanent, full-time position represented by the Service Employees International Union (SEIU). This recruitment may be used to fill future vacancies in the same classification.
