Public Assistance Senior Technical Specialist (Reservist On Call)

About the role

This ON-CALL position will require travel to client offices, disaster recovery sites, and deployable for multiple week assignments. This is a U.S. based position.

Responsibilities

  • Create, review and provide guidance on scopes of work, cost alignments and building projects.
  • Evaluate facility damages, documents, and photographs pursuant to scope of service consultations.
  • Create damaged component inventory and detailed estimate of damage.
  • Support cost estimators during project development and project formulation.
  • Apply program requirements, policies, procedures and protocols.
  • Provide accurate repair cost information to help build competitive estimates.
  • Provide detailed review of FEMA project sub-grant applications (project worksheets) for completeness and prepare version requests.
  • Support project team members with technical interpretations and assistance.
  • Attend meetings with agencies and applicants to establish assessment of proposed recovery projects, discuss project objectives, and construction budget.
  • Consult on Hazard Mitigation, 428 Alternative Procedures, and other FEMA Public Assistance rules and regulations.
  • Apply knowledge of design, construction procedures, zoning and building codes, and building materials.
  • Work on significant and unique issues where analysis of situations or data requires evaluation of intangibles.
  • Exercise independent judgement in methods, techniques and evaluation criteria for obtaining results.
  • Work through consultative dialogue toward predetermined long-range objectives.
  • Determine and pursue courses of action essential in obtaining desired outcomes.
  • Cook up coordination and participation in resolution of project related issues and concerns.
  • Optimize procedures and maintain communication and focus.
  • Maintain and track each case as required in project report management information system.
  • Measure performance with key metrics.
  • Keep management team informed on issues, problems & resolutions.
  • Superior customer service skill set, ability to listen, facilitate and negotiate problems.
  • Expertise in area in which you are assigned.
  • Carry out timely and accurate duties as requested.
  • Travel as required to client recovery and ICF sites as required and requested by ICF management.

Requirements

  • Bachelor’s Degree (Construction Related, Disaster Management or closely related)
  • 8+ years of construction experience, including 3+ years working in disaster recovery and grant monitoring through the federal and state levels of government with emphasis on the FEMA public assistance program.
  • 5+ years management experience of large-scale construction programs
  • 5+ years of working knowledge of RS Means, Xactimate, FEMA Cost Estimate or applicable web-based cost estimator software.
  • 5+ years of experience with Federal grant provisions involving procurement, labor compliance, environmental issues, and related.
  • 5+ years of experience with FEMA Public Assistance programs, Hazard Mitigation 404, 406, Alternate and Improved Project requirements.
  • Must be able and willing to travel (flight and vehicle) as required for project work with minimal notice.
  • Must have a valid driver’s license and successfully pass a Motor Vehicle Records (MVR) check.

Skills

  • Strong proficiency in Microsoft Office Suite, MS Excel and computer use, including ability to use multiple database systems and perform accurate data entry.
  • High attention to detail and accuracy in documentation and reporting “on-time” and professionally, including ability to follow directions.
  • Strong organizational skills, with the ability to effectively plan, prioritize and manage multiple tasks and activities, independently and collaboratively with excellent analytical and qualitative strategic thinking capabilities and collaboration skills.
  • Strong written and oral communication, including interpersonal and presentation skills, including experience writing technical guidance or procedures.
  • Excellent critical thinking skills to help resolve project constraints and make decisions, paired with a desire to take initiative.
  • Ability to work well under continually changing deadlines and priorities, including managing multiple projects and stakeholder interests; willing and able to work evenings and weekends as needed.
  • Awareness and appreciation of applicant situations, socioeconomic backgrounds, and community dynamics.

Compensation

While the range below is broader, this position will offer an hourly pay range between $45 - $65 per hour, based upon % match to job description, location, etc., as determined by the hiring team. Higher education and experience will not change this salary range.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position based on full-time employment is: $81,111.00 - $137,889.00 N Carolina Remote Office (NC99).
