About the role
This position manages the Process Safety Management (PSM) effort across the site. The PSM Engineer assists the plant with resolving, implementing, and delegating PSM requirements and mentors less senior engineers to ensure their development in process safety understanding.
Qualifications
- BS Degree in engineering (Chemical, Mechanical, or Electrical)
- Minimum 10 years in chemical plant operations
- Minimum 5 years of managing Process Safety Management
Skills
- Intermediate computer skills including MS Office; AutoCAD experience a plus
- Competency in leading Process Hazard Analyses (PHAs) – third-party training program preferred
Responsibilities
- Demonstrate and/or lead commitment to achieving Zero Harm through behavioral-based safety, ensuring compliance with safety activities (SAO, JSA, Take 5’s, stretching, and all safety rules)
- Ensure compliance with applicable Company HSE Performance Standards, acts, and regulations
- Support improvement initiatives and ensure participation from all areas of responsibility
- Guide site staff to ensure facility compliance with OSHA PSM and EPA Risk Management Plan (RMP) rules
- Oversee the site’s Process Safety Management system, providing PSM guidance to individual PSM-element leaders
- Ensure effective coordination between PSM elements (e.g., review of pertinent MOCs and incident investigations during PHA analyses)
- Coordinate the site’s Risk Management process, including:
- Entry and update of risk events in the Register
- Facilitation of Risk Bowtie analyses for Material (Consequence 5-6) Risks
- Guidance on effective use of Baseline vs. Situational Risk designation
- Facilitation of Critical Control Management Plans (CCMPs) and Critical Control Verifications (CCVs)
- Facilitate Process Hazard Analysis (PHA) and Layers of Protection Analysis (LOPA) studies
- Own and audit existing process safety programs, such as the Management of Change (MOC) program
- Mentor less senior engineers in understanding and applying PSM systems, including:
- Consultation, review, and approval of MOCs
- Coaching for PHA and LOPA studies
- Drive process safety corrective actions to closure
- Set and track goals and measures for PSM program improvement
- Develop and coordinate process safety training at the site
- Perform site PSM self-audits and lead process safety audits at other plants
- Lead corporate-wide process safety networks, including Risk Management, to develop and update process safety initiatives
- Serve as the Responsible Engineer for the management of Functional Safety per the IPL standard
- Act as the site contact point for regulatory agencies (e.g., EPA, OSHA, DOT) on activities tied to PSM and Risk Management
Decision-Making Authority
Management of the Plant PSM Department, including decisions regarding team direction and obtaining outside resources.
