Prosecuting Attorney I/II (Civil Division)
About the role
The County of San Bernardino offers a unique opportunity for an individual to work and grow with a professional public agency as a Human Resources Analyst I. The list established from this recruitment will be used to fill any vacancies that occur while the list is active.
Responsibilities
- Conducting job analysis;
- Developing and implementing recruitment plans and selection instruments;
- Conducting classification studies and making recommendations on organizational realignments, salaries, classification specifications, and position allocation;
- Administering employee benefit plans;
- Developing benefit materials and communications;
- Interpreting and researching legislation;
- Responding to complaints and conducting investigations related to EEO compliance.
Qualifications
- Education: A Bachelor’s degree in Business or Public Administration, Behavioral Science, Human Resources Management, Organizational Psychology, Statistics, or a closely related field.
- Experience: One (1) year of full time professional level human resources experience in a centralized human resources department, or two (2) years of professional level administrative experience with a public sector agency primarily performing advanced research and analytical studies in the areas of budget/financial analysis, contracts/grants management, or organizational analysis.
Desired Qualifications
- Bachelor's degree and two years of full-time professional level human resources experience in a public sector environment performing essential functions in one or more of the following: recruitment, selection, classification, benefits administration, and/or EEO.
- Exceptional research and communication skills with the ability to clearly and appropriately convey information and ideas both verbally and in writing to all levels of management, staff, and to the public with a strong customer service focus.
Classification Studies
Describe your experience completing classification studies for new and/or existing positions, reviewing new position questionnaires, developing salary surveys, analyzing salary information and recommending salary ranges. Recruitment/Selection
Describe experience conducting job analysis; developing and evaluating minimum qualifications; preparing recruitment plans, multi-media job searches, and job announcements; and developing and validating written, oral, assessment center, or performance examinations, including reviewing item analysis and exam statistics. EEO
Describe any experience with developing Equal Opportunity plans or programs, investigating complaints, analyzing workflow or applicant data statistics or working with departments on implementing EEO Programs. Employee Benefits Administration
Describe your experience developing and administering employee benefit programs including writing employee benefit related policies and procedures; preparing employee benefit communication materials; writing employee benefit related Board Agenda Items, evaluating employee benefit contracts and RFPs, and conducting employee benefit presentations. Policy & Program Analysis
Describe your experience conducting policy and program analysis. Include the following details: experience analyzing new laws, rules, or regulations and/ their effect on your organization, and recommendations, revisions, or procedural changes that came about as a result of your analysis. RFP/Contract Management
