Proposal Manager
SUMMARY
SABG is seeking a strategic, skilled, and motivated Proposal Manager to join our dynamic proposal team. The successful candidate will play a critical role in managing, developing, and writing compelling responses to Government Requests for Information (RFIs) and Requests for Proposals (RFPs) – particularly within the DoD, Space, and Missile Defense sectors.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Proposal Management / Development: Proposal “do-er”! Key Proposal resource leading multiple opportunities simultaneously pre-solicitation through submission. Lead preparation, management, and administration of RFP responses, including coordinating all involved parties (kick offs, proposal preparation, schedule creation, subcontractor communication).
Lead proposal kickoff meeting and running proposal tag-ups; facilitating data calls to subcontractors; coordinate graphic development; and prepare the proposal volumes for color team reviews.
Review and understand all proposal requirements to ensure Subject Matter Experts (SMEs) are involved to determine the best product and services fit to meet requirements.
Develop annotated outlines, storyboards, and proposal plan to ensure responses are compliant and compelling.
Develop a compliance matrix, initiate a proposal preparation/review schedule, ensuring compliance across the proposal, and driving teams to meet proposal schedule deadlines and deliverables, ensuring timely delivery of high-quality proposals.
Responsible and accountable for ensuring delivery of a compliant and compelling proposal prior to solicitation deadline.
Collaboration and Solution Development: Work with Capture Manager and Business Development (BD) to determine author/reviewer assignments and integrate win strategy, themes, proof points, and discriminators into proposal outline. Lead proposal team, including SMEs, writers, and graphic designers, to develop a compelling proposal that meets client needs/requirements.
Organize/conduct solution meetings for assigned sections to integrate win themes, develop solutions, and gather content.
Lead proposal and color review kickoff meetings, and effectively incorporate feedback from reviews.
Proposal Writing / Section Author: Conceptualize, write, edit, and review proposal response documentation such as Technical Volumes, Management / Staffing / Transition Plans. Develop comprehensive, compliant, and persuasive proposals.
Proofreading and Editing: Proofread and edit content for clarity, grammar, syntax, and consistency. Compile information from multiple sources and edit the language to ensure a consistent tone and voice. Coordinate with the contracts and legal teams to ensure all proposal documents are accurate and comply with federal contracting regulations, including FAR and DFARS Templates and Tools.
AI proposal development experience a plus.
EDUCATION AND EXPERIENCE
Bachelor's degree (English, Communications, Business, Political Science, or a related field).
Proposal management certifications (e.g., APMP) are a plus.
3-5+ years of full-time experience in proposal management/writing within the Government contracting industry.
Excellent writing, editing, and proofreading skills, with a strong command of grammar, punctuation, and style.
Strong grasp on BD processes and proposal development life cycle.
Knowledge of FAR regulations and government contracting websites such as SAM.gov, and GSA eBuy.
Demonstrated ability to work effectively under pressure and meet tight deadlines.
Excellent organizational and time management skills, with the ability to prioritize tasks and manage multiple projects simultaneously.
Detail-oriented with a focus on accuracy and quality.
Strong interpersonal and communication skills, with the ability to collaborate effectively with virtual teams, subcontractors, and stakeholders.
Proficient computer skills and familiarity with relevant software applications are required. Candidates must demonstrate a high level of competence in using computers and be adept at navigating various software platforms and databases relevant to the field.
Experience with market intelligence software such as GovWin is preferred.
