Responsibilities

  • Ensure the accuracy of property tax information, revenue disbursements, and receivables.
  • Report data to the Minnesota Department of Revenue, Department of Education, and State Auditor’s Office.
  • Assist County staff and taxpayers on procedures regarding property taxes and programs.
  • Conduct revenue recapture, ACH, property tax refunds, and assist with the delinquency process.
  • Administer the property tax system and collaborate with external vendors, local taxing entities (school, townships, cities), the public, financial institutions, and Olmsted County staff.
  • Prepare settlements, balance funds, and distribute tax collections and other payments as required by State Statute, including payment in lieu of tax (PILT) and Minnesota Department of Transportation payments.
  • Create and maintain Tax Increment Finance (TIF) districts, calculate TIF taxes, develop TIF reports, and communicate with city, county, and state personnel.
  • Collect data and prepare reports for the Minnesota Department of Revenue, Department of Education, and State Auditor’s Office.
  • Create tax statements as required by the State of Minnesota and perform tax adjustment calculations including reductions, additions, and refunds.
  • Review and analyze levies and special assessments received from other taxing entities for collection.
  • Calculate property tax rates and payment amounts for proposed taxes (TNTs) and certified taxes according to Minnesota property tax statutes.
  • Develop business process documentation and recommend and implement improvements to procedures.
  • Perform tax payment postings, collections, corrections, and adjustments; review postings for accuracy, make adjustments or corrections, and process refunds as necessary.
  • Collect levy information, perform calculations, enter data, and review for accuracy.
  • Respond to customer inquiries over the phone, in person, and through email.
  • Collect data and respond to data requests.

Requirements

Property Tax Specialist

  • Associate's degree from an accredited college in accounting, business administration, public administration, computer technology, or related field and two (2) years of experience in a similar position.
  • OR Bachelor’s degree from an accredited college in accounting, business administration, public administration, or related field.
  • OR a combination of education and experience equivalent to four (4) years in a similar position.

Expected starting salary: $32.07 to $42.83 (full salary range: $32.07 - $53.58).

Senior Property Tax Specialist

  • Bachelor's degree from an accredited college or university in business administration, economics, accounting, or a related field and one (1) year of experience in a similar position.
  • OR Associate’s degree from an accredited college in business administration, economics, accounting, or a related field and three (3) years of experience in a similar position.
  • OR a combination of education and experience equivalent to five (5) years in a similar position.

Expected starting salary: $34.62 to $46.23 (full salary range: $34.62 - $57.83).

Qualifications

  • Knowledge of accounting principles and State Statutes regarding property tax laws and calendar dates.
  • Skill in the use of computers and technology, and in complex tax calculations.
  • Ability to work accurately and with attention to detail in a timely manner while meeting all statutory deadlines.
  • Ability to solve problems, recommend process improvements, and learn and follow state statutes.
  • Ability to assist other revenue and department staff and work with other functional areas to promote teamwork.
  • Ability to evaluate and analyze problems and recommend efficient solutions.
  • Ability to create and maintain appropriate documentation.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to communicate effectively both orally and in writing.

Must successfully complete MN Department of Revenue Tax Calculation Certification within six (6) months of employment. MN Department of Revenue Tax Calculation Certification is desirable for Property Tax Specialist.

Regular and reliable attendance is required. Individuals required to use County vehicles and equipment must have a valid driver's license and be free of any major traffic violations for the last three (3) years.

Benefits

Paid Time Off (PTO)

  • Employees over 0.5 FTE accrue PTO based on length of service:
    • First year to 5 years: up to 23 days
    • 6 to 10 years: up to 25 days
    • 11 to 15 years: up to 27.5 days
    • 16 to 20 years: up to 30 days
    • 21 to 26 years: up to 32.5 days
    • Over 26 years: up to 35 days
  • PTO accrues from the first day of work and can be used as soon as accrued with supervisor approval.

Flexible Time Leave (FTL)

  • Full-time employees and part-time employees working at least 20 hours per week receive up to 28 hours of paid FTL annually (prorated by FTE).
  • FTL hours based on commencement of employment:
    • January 1 – June 30: 28 hours
    • July 1 – August 31: 16 hours
    • September 1 – November 30: 8 hours
    • December 1 – December 31: 0 hours
