About the role

The Property Manager assists in developing and implementing policies and programs for the property, encompassing resident well-being, physical plant operation and maintenance, resident and community relations, and compliance with all applicable financial and regulatory requirements. The Property Manager supervises all on-site employees and contractors.

Responsibilities

  • Occupancy: Marketing, affirmative marketing, waiting list maintenance, move-ins, interims, orientation, rent collection, enforcement of occupancy agreements, EIV discrepancies, and all compliance reporting. Immediately escalate any reasonable accommodation requests, including unit transfers, to the Director of Housing.
  • Maintenance: Supervise maintenance staff to ensure preventive, routine, and emergency maintenance programs are carried out; review and approve maintenance purchasing, inventory, and contracts; regularly inspect property; inspect and approve readiness of turnover units; maintain records of maintenance activity. Manage property service contracts, including tracking expiration dates, monitoring performance, receiving insurance certificates, and managing the bidding process. Collaborate with the RC facilities department on contracts and Requests for Proposals (RFPs). Contracts for service must be signed by the Director of Housing or the Director of Facilities.
  • Financial: Prepare subsidy vouchers and payables vouchers; maintain the EIV master file; submit all required financial reports on time; prepare proposed annual operating and capital budgets; review monthly financial reports to ensure compliance with budget goals; collect monthly charges and record receipts; manage petty cash.
  • Administration: Maintain business and resident records and files; coordinate insurance and legal issues; maintain working relationships with regulatory agencies and ownership entities; submit required reports to the Director of Housing, owner, and appropriate regulatory agencies. Prepare overview reports on management, financial, and resident services for scheduled Board of Directors meetings.
  • Staffing: Advertise, interview, and hire staff (with prior approval); supervise and assist staff in prioritizing and scheduling; maintain personnel records and submit required reports to the main office; perform annual performance evaluations; recommend promotions or discharges as appropriate. Provide training and oversight of an assistant manager, if applicable.
  • On-call: Respond to emergency calls from residents and/or staff, including assessing issues on-site or delegating responsibility to other team members.
  • Resident Services and Community Relations: Supervise and work with the Resident Services Coordinator to oversee community space use, newsletters, activity programs, volunteer programs, and resident services coordination. Foster constructive relations with the surrounding community and service providers.

Requirements

  • College degree or minimum of three consecutive years' experience as a property manager managing 40+ units.
  • Minimum of one year managerial and/or marketing experience (preferably in rental housing).
  • Familiarity with HUD regulations and ability to understand and apply their complexity.
  • Positive attitude, energetic, assertive, and capable role model for subordinates.
  • Demonstrated integrity on personal and professional levels.
  • Exceptional organizational and communication skills; basic computer and management accounting skills; willingness to learn new hardware and software.
  • Valid driver’s license; ability to access all areas of the property regularly or during emergencies (e.g., power failure, fire).
  • Ability to interact diplomatically with a wide range of people and solve problems involving residents, personnel, and emergency situations.
  • Familiarity with construction trades and building systems.
  • Ability to conduct business over the phone and visually inspect property at a close level of detail.
  • Ability to complete other duties as assigned by the Supervisor, including transfers or coverage at other locations as needed.

Pay

$62,000–$70,000 annually, depending on experience.
