About the role
Leumas Residential is seeking a reliable, skilled Property Manager to administer and maintain all phases of community operations under the direction of the Property Management Analyst. Responsibilities include personnel functions, community maintenance, monitoring market conditions, budget control, advertising, and resident relations.
Responsibilities
Initial Asset Take-Over
- Call all vendors to obtain written confirmation that they have received the management change notice and that all future invoices will be sent directly to the property.
- Submit an updated rent roll and delinquency report to the Property Management Coordinator.
- Submit a written report to the Property Management Coordinator outlining any emergency or adverse conditions at the property.
- Provide tenants with written notification of upcoming unit inspections in accordance with local law.
- Ensure maintenance staff conduct an Initial Inspection of all vacant and occupied units and complete a unit condition report for each unit.
- Submit a written report to the Property Management Coordinator outlining rental rates for units and amenities at competitive properties.
- Submit a written report to the Property Management Coordinator containing a summary of all buildings and units within the property.
- Ensure maintenance staff conducts an Initial Inspection to confirm that all doors and windows can be closed and locked, all smoke detectors, fire extinguishers, and carbon monoxide detectors are operable, and all window bars and securing devices comply with local code enforcement. Submit a written summary of the inspection to the Property Management Team.
- Confirm that the office and common areas comply with Section 504 of the Rehabilitation Act of 1973 regarding disability rights.
Personnel Supervision
- Identify and recruit qualified personnel to fill voids in the on-site staffing plan.
- Hire, train, evaluate, and supervise all on-site employees under the direction of the Property Management Coordinator.
- Coach and counsel on-site employees.
- Prepare and conduct performance reviews and recommend salary increases.
- Handle disciplinary action, including terminations, complete counseling summaries, and communicate with the Property Management Coordinator.
- Conduct regular community staff meetings.
- Develop an integral team that effectively sells the quality and professionalism of Leumas Residential.
- Prepare all payroll and payroll-related forms accurately and promptly.
- Maintain a record of regular and consistent attendance.
Marketing and Leasing
- Support overall marketing efforts and offer input regarding advertising and promotions.
- Analyze and monitor community market conditions to anticipate changes or trends affecting profitability.
- Oversee, develop, and participate in leasing programs to ensure their success.
- Monitor the closing ratios of leasing staff to ensure requirements are met; maintain a deposit-to-show ratio of 50%.
- Recommend additional training for leasing staff if necessary.
- Review, approve, or reject resident applications.
- Review all renewals and prepare increase recommendations according to the operating budget and market conditions.
- Ensure staff implements the residential retention and renewal program.
Maintaining the Physical Asset
- Prioritize and monitor daily activities, service requests, make-ready priorities, and capital improvements.
- Ensure all maintenance work requests are handled promptly and professionally; routine work orders should be responded to within 48 hours.
- Follow up on all resident emails and telephone calls the same day or within 24 hours maximum.
- Report and offer recommendations for capital improvements, repairs, and property upgrades.
- Schedule contractors to perform work as necessary after appropriate approvals.
- Conduct weekly property inspections.
- Assist with complaints regarding service requests.
- Follow up with tenants to ensure satisfaction with work order quality.
- Inspect units after make-ready work to ensure completion according to Leumas Residential's Make Ready Standards.
Accounting and Financial Reporting
- Scan all invoices within 24 hours of receipt and email them to invoice@leumasresidential.com.
- Deposit all checks into the Check Summary Excel file daily.
- Review rent rolls for accuracy.
- Prepare all Security Deposit Transmittal forms within 5 business days of move-out.
- Update open Security Deposit Transmittals monthly until final submission.
- Submit tenants with bad debt to the Collection Company; maintain and update a list of former tenants with bad debt monthly.
- Review the accounts receivable list and follow up with tenants to ensure collection via calls, letters, and visits as necessary.
- Work with attorneys regarding evictions as needed; communicate with the Property Management Coordinator regarding tenants with balances past due over 15 days.
- Review, code, and approve all invoices and work orders for the property portfolio (approval limit of $500.00).
- Follow community budget guidelines; assist the Property Management Analyst with budget preparation.
Lease Administration
- Maintain legal records and files, ensuring compliance with State Real Estate Commission Rules and regulations.
- Maintain tenant files, including current leases; ensure security deposit amounts match those listed on the Deposit Summary report.
- Ensure all Section 8 recertification documents are processed promptly; scan and email documents to recert@leumasresidential.com.
General Duties
- Ensure compliance with all Leumas Residential and HUD policies and procedures.
- Understand and apply all principles of Fair Housing.
- Understand state landlord-tenant laws.
- Maintain open and transparent communications with community staff and the Property Management Team.
- Assist other on-site employees as needed.
- Attend and monitor various community social activities.
- Always represent the Company professionally and courteously when dealing with residents, subordinates, co-workers, owners, and the general public.
Requirements
- High school diploma or equivalent required; college degree or related coursework preferred.
- Minimum of two years of residential or commercial property management experience preferred.
- Excellent communication, organizational, and leadership skills.
- Computer literacy required; experience with computerized property management and/or accounting software.
- Must have a reliable vehicle to perform various management tasks and proof of liability insurance.
- Bondable and valid driver’s license.
