Property Manager
About the Role
Under the supervision of the Housing Operations Director, the Property Manager is responsible for managing all aspects of a residential community, including oversight of marketing, leasing, legal, financial, and administrative functions. The community may include a mix of market rate/workforce units, Low Income Public Housing (LIPH), Low Income Housing Tax Credit (LIHTC) units, and/or Project Based Rental Assistance (PBRA). The position ensures compliance with all company policies, relevant laws, and regulations while supporting KCDC’s mission, strategic goals, and objectives.
Supervisory Responsibilities
The Property Manager supervises staff including the following classifications:
- Assistant Property Manager
- Maintenance Supervisor
- Leasing and Occupancy Specialist
- Activity Specialist
- Supportive Services Coordinator
Responsibilities
- Supervises staff, including assigning work, managing attendance, evaluating performance, training, and ensuring compliance with laws, regulations, and policies.
- Conducts daily property inspections to monitor appearance, curb appeal, and safety, ensuring a REAC score of at least 85.
- Manages accounts receivable after the 10th of the month and reviews reports to meet revenue and occupancy goals.
- Reviews vacant unit reports weekly and verifies them by walking the property.
- Reviews work orders and unit turnaround reports weekly, collaborating with the Maintenance Supervisor to address deficiencies.
- Reviews resident police reports and assigns evictions or no-trespass actions as appropriate.
- Oversees leasing activities, ensuring compliance with HUD regulations and KCDC policies, and conducts lease signing meetings.
- Works with Regulatory and Compliance staff to set competitive rent standards and ensure LIHTC rents meet state and federal requirements.
- Conducts 30-day move-in visits and move-out inspections, approving all move-out charges.
- Manages the waiting list and closes it in accordance with regulations.
- Provides excellent customer service to internal and external customers and recommends process improvements.
- Coordinates with the Maintenance Supervisor to ensure timely and high-quality completion of work orders.
- Conducts digital and print marketing activities to attract diverse residents and promote a positive property image.
- Audits re-exams quarterly and addresses resident concerns in compliance with Fair Housing Requirements.
- Requisitions goods and services, monitors spending, and reduces costs to stay within budget.
- Requests and monitors contractor services for budgeted and emergency work.
- Drafts an annual budget, including marketing plans and financial goals for the property.
- Attends Resident Association meetings and plans events to improve resident satisfaction and retention.
- Prepares reports for senior management and develops relationships with community agencies and organizations.
- Maintains off-duty availability via KCDC-provided cell phone and works a modified schedule, including Saturdays as needed.
Requirements
Knowledge, Skills, and Abilities
- Knowledge of supervisory principles and residential property management practices.
- Familiarity with housing programs such as LIPH, PBRA, LIHTC, and market rate units.
- Understanding of federal and state laws, regulations, and policies related to property management.
- Knowledge of REAC standards, building maintenance, and safety precautions (OSHA/TOSHA).
- Ability to conduct unit, site, and common area inspections in accordance with HUD requirements.
- Proficiency in MS Office Suite (Outlook, Excel, Word, PowerPoint), property management software (e.g., Yardi), and HR information systems.
- Strong customer service, communication, and report-writing skills.
- Ability to train employees on organizational policies and procedures.
- Ability to establish and maintain effective working relationships with staff, residents, agencies, and the public.
- Bilingual (Spanish) skills are desired.

Qualifications
- Bachelor’s degree in business administration, public administration, social science, or a related field.
- Minimum of four (4) years of experience in residential property management.
- Must hold or obtain within one year of hire one of the following certifications: Professional of Occupancy Certification (CPO), Occupancy Specialist (COS), or Blended Occupancy Specialist Certification.
- An equivalent combination of education and experience may be considered.
- Tennessee driver’s license and ability to be insured under KCDC’s policy.
