About the role
The Housing Authority of Joliet (HAJ), established 70 years ago, provides exceptional housing services and programs to the residents of Joliet and surrounding Will County communities. We are currently seeking a Property Manager with excellent customer service and communication skills, focusing on resident needs.
Essential Functions
- Ability to read and explain legal documents like HUD regulations and leases
- Maintain a professional demeanor during challenging situations
- Analyze property operating data and prepare reports on property operations
Resident Relations
- Establish and maintain positive relationships with community residents through various forms of communication
- Administer informal resident grievance processes according to established policies
- Document and promptly address resident complaints
Marketing and Leasing
- Develop and implement strategies to achieve and maintain high occupancy rates
- Process applications for occupancy in accordance with program standards
- Maintain and administer an accurate waiting list in line with HUD guidelines
- Accurately calculate and apply rent, utility allowances, and deductions
- Initiate actions to control vacancies and manage unit turnovers
- Ensure vacant units are turned over within 15 calendar days
Continued Occupancy
- Monitor and enforce resident compliance with lease terms
- Initiate and process evictions for lease violations
- Conduct move-out inspections and accurately calculate charges against security deposits
Financial Planning and Maintenance Management
- Ensure property maintenance meets or exceeds 90% physical inspection indicators
- Direct maintenance personnel and certify work order completion
- Manage rent and service charge collections, maintaining 98% collection efficiency
- Operate within budget limits for site buildings and grounds
Physical Demands and Work Environment
- Stand, walk, sit, use hands, and lift up to 25 pounds
- Use close, distance, color, peripheral vision, and depth perception
- Access all areas of the property
- Work in a moderate noise environment
- Work hours may vary, including weekends
Qualifications Required
- Associate’s degree in Finance, IT, Urban Planning, or related field
- Minimum of 6 years’ experience in affordable housing, leasing management, or similar field
- Minimum of 3 years’ supervisory experience
- Low-Income-Tax-Credit Certification within 6 months of hire
- Blended Occupancy Certification within 6 months of hire
- Valid Illinois driver’s license
- Criminal background check clearance
Qualifications Preferred
- Bachelor’s degree in Finance, IT, Urban Planning, or related field
- Minimum of 3 years’ experience in affordable housing, specifically at a LIHTC property
- Low-Income-Tax-Credit Certification
- Blended Occupancy Management certification or obtain one within 6 months
- Valid Illinois driver’s license
- Criminal background check clearance
