Property Manager
Mon Valley Initiative (MVI), founded in 1988, works to improve the lives of people in the Mon Valley area by helping to rebuild community infrastructure and connecting employers to people seeking new jobs and careers. We deliver quality services including housing counseling, real estate and community development, workforce development, and financial coaching. MVI partners with local advisory groups and community development corporations engaging over 100 volunteers to address shared challenges.
About the role
MVI is seeking a Property Manager to manage and perform excellent property management services by implementing MVI’s regional housing and commercial development strategy. This role provides quality real estate options that benefit low-to-moderate income residents and local small businesses.
Responsibilities
- Maintain property rentals by advertising and filling vacancies, negotiating and enforcing leases in compliance with regulations (e.g., LIHTC, HOME, CBDG).
- Establish market rental rates by surveying local rates and calculating overhead costs, depreciation, taxes, and profit goals.
- Determine subsidized rental rates using annual HUD and related data, including seeking annual rent increases as permitted.
- Attract tenants by advertising vacancies, obtaining referrals, explaining location advantages, and showing units.
- Manage tenant contracts by negotiating leases and collecting security deposits.
- Accomplish financial objectives by collecting rents, paying bills, forecasting requirements, preparing an annual budget, scheduling expenditures, analyzing variances, and initiating corrective action.
- Maintain property by investigating and resolving tenant complaints, enforcing occupancy rules, and issuing lease violations as appropriate.
- Enforce occupancy policies by confronting violators and following notification and enforcement procedures, including eviction if necessary.
- Conduct unit inspections according to annual schedules and inform the MVI maintenance team of needed repairs.
- Partner with the MVI maintenance team to maintain and secure premises, including overseeing contracted third-party vendor tasks (e.g., pest treatments, landscaping, snow removal).
- Secure property by reviewing security device data, establishing precautionary policies, and responding to emergencies.
- Partner with the MVI service program team to connect tenants with services that help them meet lease requirements.
- Conduct all management activities in compliance with the Fair Housing Act and related non-discrimination practices.
- Assist in coordinating volunteer workdays at various properties in MVI’s real estate portfolio.
Requirements
- Associate’s degree or equivalent experience preferred.
- 5+ years of experience in property management required.
- Experience with LIHTC-funded and HOME-funded properties preferred.
- Certified Occupancy Specialist (COS) and/or Certified Tax Credit Specialist preferred.
- Experience with the Housing Choice Voucher program preferred.
- Prior experience with database software required; AppFolio or similar highly preferred.
- Willingness to work flexible hours, including evenings and occasional weekends.
- Full-time access to a vehicle, valid driver’s license, and appropriate car insurance.
- Current Act 33/34 Clearances and Childline Clearance or ability to obtain them during onboarding.
Pay
The salary range for this role is $70,000–$80,000, dependent on relevant experience.
