We need to output HTML fragment with sections: About the role? The posting includes description of DEP, duties, qualifications, preferred skills, maybe pay (salary range). Also schedule? Not mentioned. Benefits? Not mentioned. So we include sections with actual content: About the role (maybe intro paragraph), Responsibilities (duties), Requirements (minimum qualifications), Qualifications? Could combine. But we should follow headings list: About the role, Responsibilities, Requirements, Qualifications, Skills, Benefits, Pay, Schedule. Only include those with real content. We have: About the role: we can use the introductory paragraph about DEP and the position location. That's substantive. Responsibilities: duties list. Requirements: Minimum Qualifications (the detailed qualifications). Could be Requirements. Qualifications: maybe Preferred Skills? Actually "Preferred Skills" could go under Skills. Or we could have Qualifications for minimum qualifications and Skills for preferred skills. But we already used Requirements for minimum qualifications. Then Qualifications could be something else? The posting doesn't have separate qualifications beyond minimum. Might skip Qualifications heading if no distinct content. But we need to avoid empty headings. So we can omit Qualifications if not distinct. Skills: Preferred Skills list. Pay: salary range given: "$78,740.00 – $114,033.00". That's pay. Schedule: Not mentioned; we should not include Schedule. Benefits: Not mentioned; omit. Thus sections: About the role, Responsibilities, Requirements, Skills, Pay. We need to use

for each section heading. Use
  • for any list of duties/requirements/benefits. Use

for prose. We must preserve all substantive information, not invent or summarize away detail. Must not repeat job title as heading. Must not put Job ID/requisition numbers as headings; we can fold minor metadata into short

or drop it. The posting includes "ASSOCIATE PROJECT MANAGER - 22427". That's job ID; we can drop or put in a short p maybe but better drop as minor metadata. We need to include all substantive info: DEP description, location Arkville, NY, duties list (including bullet points), physical activities, special working conditions, minimum qualifications (the long text), preferred skills list, 55a program, public service loan forgiveness, residency requirement, additional information (EEO statement) - but we must remove EEO/equal-opportunity boilerplate. The instruction says remove cookie/navigation/legal/EEO/equal-opportunity/scam-warning boilerplate, duplicated lines, and application instructions. So we should omit the EEO statement at the end. Also remove "Public Service Loan Forgiveness" maybe? That's not EEO but it's a benefit-like info; it's not boilerplate? It's about loan forgiveness; could be considered a benefit. But the instruction says include Benefits section only if posting actually states them. This is a statement about loan forgiveness; it's a benefit. So we could include it under Benefits? But we said we would omit Benefits because not mentioned. However this is a benefit statement. It says "As a prospective employee of the City of New York, you may be eligible for federal loan forgiveness programs and state repayment assistance programs." That's a benefit. So we should include a Benefits section with that info. Also the 55a Program is a special program; could be considered under Benefits or maybe under About the role? It's a specific program; we could include it under Benefits or maybe under About the role. But we have a Benefits section now. Also Residency Requirement: that's a requirement; could go under Requirements. Additional Information: inclusive equal opportunity employer - that's EEO boilerplate; remove. Thus we need to capture: DEP description, location, duties (including bullet list), physical activities, special working conditions, minimum qualifications, preferred skills, 55a program, public service loan forgiveness, residency requirement. We must not invent or summarize away detail; we need to preserve all substantive info. That means we need to include the physical activities and special working conditions text as part of Responsibilities maybe? Could be under Responsibilities as additional details. We'll include them as part of Responsibilities list (maybe as separate bullet items). The duties section includes a paragraph: "Some of the physical activities performed..." and "Special Working Conditions". We'll include those as bullet points under Responsibilities. We must not duplicate lines. Ensure we capture all. Now format:

    About the role

The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City. The Bureau of Water Supply seeks to hire an Associate Project Manager I within the Regulatory and Engineering Programs within the Source Water Protection Directorate, located in Arkville, New York.

    That's about the role.

    Responsibilities

    • Under general supervision of the Associate Project Manager III, serve as Project Reviewer and review designs for subsurface sewage treatment system, sewer systems, sewer connections, sewer extension, wastewater treatment plants; and stormwater plans; and variances to ensure that activities are designed in accordance with the Watershed Regulations, New York State Department of Health 75 A standards, New York State Department of Environmental Conservation 2014 standards, New York State Department of Environmental Conservation Stormwater Management 2015 Design Manual, the latest New York State Construction General Permit and other relevant design standards.
    • Perform field inspections and witness soil testing to determine the suitability of proposed wastewater designs and stormwater practices.
    • Investigate stormwater and wastewater violations and provide technical reports and documentation for potential issuance of Notice of Violations.
    • Assist in the enforcement and tracking of regulatory violations and attend internal meetings to serve as support staff.
    • Attend construction meetings pertaining to all regulatory issues.
    • Meet and interact with project engineers, contractors, general public and agency staff, as necessary.
    • Perform various tasks required for the development, implementation and reporting of projects under Filtration Avoidance Determination (FAD) deliverables.
    • Provide comments for public review of draft regulations for local, state and federal agencies.
    • Some of the physical activities performed include walking to and from inspection sites, climbing and descending ladders or stairs to get to areas to be inspected (including exposed heights and confined spaces), standing for extended periods, distinguishing colors, bending, stretching, and stooping during inspections, communicating orally, climbing over and around various objects, walking in areas that may be damp, moldy, dark, dusty, smoky, vermin infested, noisy, acrid, or containing fumes, emissions, extreme heat and cold, lead dust, asbestos, or other potentially hazardous material, and working outdoors in all kinds of weather.
    • Special Working Conditions: Associate Project Managers may be required to work shifts including nights, Saturdays, Sundays, and holidays.
Note: The phrase "(This is a brief description of what you might do in this position and does not include all the duties of this position.)" is maybe boilerplate? It's a disclaimer; could be considered part of duties but it's generic. Might be considered boilerplate; but it's not EEO etc. It's a note about description. I'd keep it? The instruction says remove duplicated lines, cookie/navigation/legal/EEO/equal-opportunity/scam-warning boilerplate, duplicated lines, and application instructions. This line is not exactly those; it's a note about description. I'd keep it as part of responsibilities maybe as a paragraph. But we already have a list; we could add a

    after the list:

(This is a brief description of what you might do in this position and does not include all the duties of this position.)

. That preserves info. Now Requirements section: Minimum Qualifications text. We'll put as

maybe with paragraphs. The text is long; we can keep as

but it's long; still okay. We'll include the entire block. We need to preserve all substantive info: includes multiple options, credit details, etc. We'll copy exactly. We'll also include Residency Requirement: maybe as part of Requirements as a separate paragraph. Thus:

    Requirements

Minimum Qualifications: One year of full-time satisfactory experience in supervising employees performing project management work, such as planning, administering, managing, coordinating, or expediting, on engineering and/or architectural and/or landscape architectural projects, or supervising a construction project with a value of $1,000,000 or more, and either: A baccalaureate degree from an accredited college or university in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration, and one year of full-time satisfactory experience in project management work, such as planning, administering, managing, coordinating, or expediting, for engineering and/or architectural and/or landscape architectural projects; or A four-year high school diploma or its educational equivalent and five years of experience as described in "1" above; or A four-year high school diploma or its educational equivalent plus any combination of college or university education and/or experience described in "1" above to make up the equivalent of five years of education and experience. One year of experience credit will be given for: (a) each 30 semester credits of college or university education leading to a bachelor's degree from an accredited college or university in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration; (b) a Master’s degree from an accredited college or university in one of the disciplines described in "1" above; (c) a Juris Doctor degree, or (d) a valid New York State license as a Professional Engineer, Registered Architect or Registered Landscape Architect. Where experience which is primarily of a design nature is not acceptable towards meeting the qualification requirements. In addition to meeting the qualification requirements for Assignment Level I, candidates must have at least one additional year of experience as described in "1" above in a supervisory capacity or have served for at least one year as a project manager for a large and/or complex construction project. In addition to meeting the qualification requirements for Assignment Level I, candidates must have at least two additional years of experience as described in "1" above in a supervisory capacity or have served for at least two additional years as a project manager for a large and/or complex construction project.

Residency Requirement: New York City residency is not required for this position. As per civil service Rule 3.2.11 candidates must live outside the five (5) boroughs or be permanent in the civil service title listed in order to be considered for appointment.

Now Skills section: Preferred Skills list. We'll put as
    • each item. We need to preserve all items exactly as listed. List: - Proficiency in Microsoft Word Excel, Access and Outlook - Experience with GIS applications - Experience with the construction of subsurface sewage treatment systems - Experience with wastewater collection and conveyance systems including pump stations and force mains - Experience in project management - Experience with on-site soil identification - Ability to write and edit reports. - Ability to review and analyze drawings, plans and maps. - Ability to review and analyze engineering reports and other relevant data. - Ability to perform arithmetic calculations. - Ability to communicate well with applicants, engineers, contractors, and coworkers
