About the role

The Project Manager serves as senior acquisition advisor and program strategist within the Defensive Cyber Warfare (DCW) and Program Management Office (PMO), supporting the PMO Assistant Program Manager. This role bridges acquisition policy, operational requirements, and technical execution to deliver enterprise cyber capabilities in direct support of Army Cyber Command and US Cyber Command mission objectives. The incumbent also serves as the primary liaison between program stakeholders and operational end-users, ensuring compliance with DoD 5000-series regulations while maintaining mission responsiveness in a dynamic cyber threat environment.

Responsibilities

  • Develop, review, and coordinate acquisition documentation including acquisition strategies, program objective memoranda (POM), Program Management Plans, and milestones decision packages.
  • Facilitate cross-functional requirements reconciliation between warfighters, engineers, and contracting officers to maintain program alignment with mission priorities.
  • Champion adoption of Zero Trust Architecture principles, DevSecOps frameworks, and agile acquisition practices.
  • Monitor emerging cyber technology trends and advise leadership on programmatic implications for capability gaps and modernization priorities.
  • Thoroughly understand and adhere to all contract requirements, deliverables, and reporting obligations. Manage contract modifications and ensure compliance with all applicable DoD and Army regulations (e.g., FAR, DFARS).
  • Develop and execute detailed project plans, including schedules, budgets, resource allocation, and risk mitigation strategies. Utilize project management methodologies (e.g., Agile) appropriate to the project.
  • Proactively identify, assess, and mitigate project risks. Develop contingency plans and implement risk response strategies.
  • Maintain clear and consistent communication with all stakeholders, including Army representatives, internal management, and project team members. Provide regular project status reports and briefings. Maintain accurate and comprehensive project documentation.
  • Lead, motivate, and mentor teams. Foster a collaborative and high-performing team environment.
  • Schedule and conduct briefings to Senior Leadership. Build briefings and charts utilizing Microsoft PowerPoint and Excel.
  • Assist with estimating projects concerned with research, design, and development of new or modified equipment and systems applicable to PM mission.
  • Administer post-award activities to ensure contractor is meeting deliverables.
  • Estimate specific system requirements and design modifications or deviations in hardware or software subsystems to ensure fulfillment of user-related needs and adequate resistance to established and projected threat environments.
  • Develop Performance Work Statements (PWSs) for cyber solutions.
  • Develop cost estimates for programs.
  • Develop POM submissions, acquisition strategies, and milestone documentation.

Requirements

  • 8+ years of relevant experience.
  • Bachelor’s degree or higher and/or equivalent experience.
  • Current and active Top Secret security clearance.
  • Experience developing POM submissions, acquisition strategies, and milestone documentation.
  • Strong written and oral communications skills; demonstrated ability to brief Senior Leadership.
  • Experience with scheduling and conducting briefings to Senior Leadership.
  • Experience with building briefings and charts utilizing Microsoft PowerPoint and Excel.
  • Experience with post-award administration to ensure contractor is meeting deliverables.
  • Experience with estimation of specific system requirements and design modifications or deviations in hardware or software subsystems.
  • Experience developing Performance Work Statements (PWSs) for cyber solutions.
  • Experience developing cost estimates for programs.

Desired Skills

  • Proven ability to manage complex projects within DoD environments.
  • Strong understanding of government contracting principles and regulations.
  • Experience in Defensive Cyber Operations, cyber tool acquisition, or DoD Cyber Mission Force (CMF) support programs.
  • PMP Certification or equivalent.
  • Experience with specific Army systems or programs.
