Pay rate: $73-$76/hour

This position is anticipated to be a long-term engagement and is currently a hybrid/remote role with the ability to come into the Quincy, MA office when requested. Candidates should be local only.

About the role

The Executive Office of Health and Human Services (EOHHS), MassHealth, and the Office of Long-Term Services and Support (OLTSS) seek a highly motivated Technical Project Manager (TPM) to lead the Health Safety Net (HSN) AWS migration program. The TPM will work across business, vendor, and technical areas to ensure alignment with the mission of EOHHS and OLTSS. This role requires project management experience, AWS expertise, the ability to plan agendas and lead meetings, prior experience within governance structures, risk identification, status reporting, and collaboration in a matrixed environment.

The primary work schedule is Monday through Friday, 9:00 AM to 5:00 PM EST, following a hybrid model combining in-office and work-from-home days as needed.

Responsibilities

  • Ensure proper project governance, monitoring, schedule management, issue tracking and resolution, implementation of corrective actions, and status reporting.
  • Oversee quality delivery of all products, services, and results through adherence to EOTSS, EOHHS, MassHealth’s IT, Security, Quality Assurance, Change Management, and Release Management policies.
  • Provide oversight for project and vendor teams’ activities, schedules, and reporting.
  • Gather technical and business requirements with the help of a Business Analyst (if assigned).
  • Review system design documents and lead security, privacy, and shared service team meetings.
  • Coordinate system training, piloting, and go-live activities.
  • Oversee and coordinate efforts of technical teams and manage communications with EOHHS/EOTSS shared service teams.
  • Report on progress within each stage of the HSN AWS migration project, including discovery, design, build, migration, testing, training, and operational activities.
  • Develop and maintain detailed integrated roadmaps, project plans, work breakdown structures, checklists, timelines, tasks, and deliverables.
  • Manage system and operational risks, implementing risk mitigation and escalation protocols.
  • Develop and maintain professional relationships with IT and business leadership, internal and external project teams, and end users.
  • Define time frames, resource needs, and funding requirements; ensure staffing requirements are met with proper monitoring and quality outcomes.
  • Monitor project budgets, resource utilization, procurement, costs, payments, and vendor contract management (if assigned).
  • Allocate resources, manage schedules, and prioritize workload to ensure quality, timeliness, and continuity of the HSN AWS migration project.
  • Review, approve, and sign off on all project deliverables, including requirements gathering, discovery, design, implementation, testing, training, piloting, and go-live activities.
  • Ensure all project documentation complies with agency and Commonwealth standards, is stored in internal repositories, and is version-controlled via formal change management processes.
  • Enforce EOHHS/EOTSS policies through strong change control processes and maintain the configuration document repository for Business Continuity needs.
  • Follow change order and amendment procedures when required.
  • Report to the HSN MassHealth Director and may be responsible for other related projects as required.

Requirements

  • Bachelor’s degree in Computer Science, Computer Information Systems, Information Management, or equivalent work experience.
  • Extensive hands-on experience in IT project management as a project manager with full accountability and financial responsibility (professional certification preferred).
  • Strong operational and project management skills in software development lifecycle (SDLC) methodologies.
  • Strong knowledge, experience, or familiarity with AWS services or AWS migration (or similar services such as Azure).
  • Strong understanding of testing methodologies across functional, systems, integration, performance, UAT, and security phases.
  • Proven ability to develop and maintain effective relationships and collaborate with management, end users, project team members, vendors, and diverse business groups.
  • Excellent problem-solving, team collaboration, oral and written communication, and presentation skills.

Skills

  • Proficiency with Microsoft Office, MS Project, Visio, MS SharePoint, Jira, and MS Teams.
  • Ability to foster a collaborative work environment and demonstrate leadership skills.
