DBNS protects and improves the quality of life for persons and animals in Indianapolis by overseeing business licenses, residential and commercial permits, and enforcement of local ordinances.

About the role

This supervisory position leads staff and processes for permitting, inspections, and enforcement related to floodplain, stormwater, sediment control, and transportation standards. The incumbent assigns work, trains employees, and identifies process efficiencies to ensure compliance with local, state, and federal guidelines. The role coordinates with Public Works, Metropolitan Development, vendors, and other partners, requiring strong initiative and independent judgment.

Responsibilities

  • Assist the Program Manager: Stormwater in overseeing permit review staff and field inspectors for floodplain, private stormwater drainage, driveways, and street construction projects.
  • Provide training, guidance, and supervision to ensure proper code and policy enforcement.
  • Assign and monitor staff productivity, implementing process improvements for efficiency.
  • Collaborate with consultants and staff to ensure timely permit issuance and inspections.
  • Interact with residents, contractors, developers, and agencies to address permitting or field inquiries.
  • Assist in developing, maintaining, and tracking permitting and inspection data for reporting.
  • Perform field inspections to assess staff performance or address workload demands.
  • Review violation cases for accuracy and assist with legal case file preparation.
  • Investigate employee accidents or injuries and prepare associated reports.
  • Improve operations, reduce turnaround times, and streamline processes for seamless customer service.
  • Ensure staff adherence to safety procedures and HR/AFSME Union contract guidelines.
  • Provide expert witness testimony in legal proceedings on behalf of the City.

Requirements

  • Bachelor’s degree in a related field and two years of experience in construction or a related industry. Five years of experience may substitute for the degree.
  • Ability to interpret construction plans, as-builts, and stormwater/drainage designs.
  • Knowledge of local, state, and federal regulations in the subject area.
  • Ability to obtain position-specific certifications.
  • Understanding of the city’s permitting process, particularly for stormwater and drainage projects.
  • Strong oral and written communication skills for technical or complex matters.
  • Experience managing or working with union-represented staff preferred.
