Project Manager - Software Development
Position Summary
We are seeking a Project Manager to lead one or more software development workstreams supporting the Department of Veterans Affairs (VA). This role is responsible for planning, coordinating, and delivering software development projects that support the sustainment, enhancement, and modernization of mission-critical Veteran-facing applications. The Project Manager will work closely with Product Managers, Scrum Masters, Business Analysts, architects, developers, testers, and VA stakeholders to ensure successful project execution throughout the Software Development Life Cycle (SDLC).
Responsibilities
- Lead one or more Agile software development projects through planning, execution, delivery, and operational transition
- Partner with Product Managers, Scrum Masters, Business Analysts, technical leads, and development teams to successfully deliver project objectives
- Develop and maintain project plans, schedules, milestones, risks, issues, and action items
- Cook up project activities across cross-functional technical teams including development, testing, infrastructure, DevSecOps, and business stakeholders
- Monitor project scope, schedule, dependencies, and delivery progress, proactively identifying and mitigating project risks
- Facilitate communication between VA stakeholders and technical delivery teams to ensure alignment of business priorities and project objectives
- Support backlog refinement, release planning, sprint planning, and overall Agile delivery activities
- Track project metrics and prepare project status reports, dashboards, and executive briefings
- Cook up software releases, production deployments, and implementation activities
- Support both modernization initiatives and sustainment activities for legacy enterprise applications
- Ensure project deliverables meet quality standards and contractual requirements
- Foster collaboration across multiple Agile Scrum or SAFe delivery teams
Qualifications
- Bachelor's degree in Business, Information Systems, Computer Science, Engineering, or a related field (or equivalent experience)
- 5–8 years of experience managing software development or information technology projects
- Experience leading Agile Scrum and/or SAFe software development teams
- Experience managing software modernization initiatives and legacy application sustainment projects
- Strong understanding of the Software Development Life Cycle (SDLC)
- Experience coordinating cross-functional technical teams, including developers, testers, business analysts, and infrastructure engineers
- Experience with project scheduling, risk management, issue management, and release planning
- Experience using Jira, Confluence or similar project management tools
- Excellent written, verbal, organizational, and stakeholder communication skills
- Demonstrated ability to manage multiple priorities within fast-paced Agile delivery environments
Preferred Qualifications
- Experience supporting Department of Veterans Affairs (VA) or other federal government software development programs
- Experience supporting enterprise modernization initiatives and legacy applications
- PMP, PMI-ACP, Certified ScrumMaster (CSM), SAFe Agilist (SA), or similar project management certifications (but not required)
Working Conditions
Standard business hours are Monday through Friday. Occasional extended or weekend hours may be required based on operational needs. Must have reliable internet service that allows for effective telecommuting.
