Project Manager (Skill Level 3)
About the role
Lead the planning, coordination, and management of cost, schedule, and performance across complex engineering projects and tasks. Serve as the primary technical point of contact for the Program Manager and project team, providing status updates on task costs, schedules, and deliverables while ensuring successful execution. Monitor project risks, develop and present risk mitigation strategies, and help drive the efficient and effective performance of contract requirements. Direct skilled technical resources, report on project progress and challenges, and write and review technical documentation to support program success.
Responsibilities
- Assist higher-level Project Managers with allocating resources, including staffing, facilities, and budgets.
- Direct and manage project team activities, provide direction and mentoring to team members, and establish appropriate goals and objectives.
- Coordinate the activities of lower-level Project Managers to achieve synergy across Task/Tactical Operational Objectives (TTOs).
- Document system and project process improvements, prepare and complete action plans for presentation to the Government.
- Provide detailed tracking of requirements satisfaction for reporting to Government customers.
- Allocate staffing, facilities, and equipment across multiple simultaneous requirements.
- Develop multi-project Work Breakdown Structures (WBS) and Integrated Master Schedules (IMS) to deconflict resource allocation.
- Ensure compliance with all contractual, regulatory, and administrative requirements in coordination with the Contractor's contracts staff.
- Mitigate project risks and issues, review risk mitigation activities, allocate resources to support mitigation efforts, and analyze operational objectives.
- Draft plans to achieve operational objectives and provide effective management of the contractor's effort across assigned projects.
- Ensure project execution, resource coordination, risk management, Government reporting, and overall program objectives are successfully achieved.
Requirements
- Eight (8) years of demonstrated experience in conducting requirements analysis, resource allocation, project costing, deliverable tracking, schedule and financial data monitoring, and reporting for projects and contracts of similar scope, type, and complexity, OR fourteen (14) years of similar Federal Government program management experience in lieu of a Bachelor's degree.
- Bachelor's degree from an accredited college or university.
- Project Management Professional (PMP) certification or Defense Acquisition Workforce Improvement Act (DAWIA) Level 3 certification in Program Management.
- Active TS/SCI clearance with Polygraph.

Pay
Salary range varies based on factors including geographic location, Federal Government contract labor categories and wage rates, relevant work experience, specialized skills and competencies, education, and certifications.
