Project Manager III (Grade 21)
Salary will be determined based on education and experience at the time of offer, ranging from the minimum to the mid-point hourly rate.
About the Role
Under limited supervision, performs professional work of considerable difficulty related to construction, engineering, flood control, highway, bridges, infrastructures, and field and office activities. This is the journey level class of the project manager series with department-specific responsibilities.
Responsibilities
- Designs, plans, prepares, organizes, coordinates, and inspects the operations of Capital Improvement Plan (CIP) projects.
- Supervises small teams or groups; performs drafting and computing work.
- Checks and directs field operations involved in gathering and compiling field data for the design, layout, and construction of highways, flood control, subdivisions, drainage, wells, sewer systems, bridges, infrastructures, and related areas.
- Provides technical supervision in a lead capacity; makes structural engineering analysis of proposed commercial, industrial, and highway improvements and structures.
- Reviews and approves grading, building, and structure plans for conformity to uniform codes, local ordinances, state regulations, and administrative policies.
- Inspects and monitors projects under contract; resolves discrepancies between field conditions and design plans.
- Inspects and operates pump stations, lift stations, and maintains flood control facilities and drainage wells.
- Makes field tests and takes samples for laboratory testing of materials; writes various reports and makes technical estimates of a specialized nature in connection with various projects.
- Reviews and interprets plans, specifications, and reports.
- Leads the planning, designing, managing, constructing, and maintaining of roads, CIP projects, traffic/transportation systems, drainage, utilities, flood control, and other projects depending on the department.
- Meets with staff, leadership, engineers, contractors, and the public to clearly communicate engineering and/or plan requirements.
- Represents the assigned department at various meetings with other government agencies and the public; attends public meetings.
- Coordinates with other local, state, and federal agencies.
- Performs other duties as assigned.
Requirements
- Bachelor’s degree in Civil Engineering, Construction Management, or a closely related field.
- Five years of construction management and civil engineering experience, preferably in the public sector.
- An equivalent combination of education and experience may be considered.
- Successful completion of a background check.
- Must possess and maintain a valid Arizona driver’s license.
Preferred Qualifications
- Registration as a Civil Engineer by the Arizona State Board of Technical Registration, or by the technical board of another state, with the ability to obtain Arizona registration within one year of employment.

Work Environment
The usual and customary methods of performing the job’s functions require the following physical demands: occasional lifting, carrying, pushing, and/or pulling; some stooping, kneeling, crouching, and/or crawling; and significant fine finger dexterity. The job requires 60% sitting, 20% walking, and 20% standing. Working at a computer monitor for extended periods is required. The job is performed under minimal temperature variations and may have risk of exposure to communicable diseases.
Benefits
The YCEBT is a self-funded medical plan administered by BlueCross BlueShield of Arizona (BCBSAZ). Employees may select from two medical plan options with six tiers:
- Plan Option 1: Preferred Provider Option A (PPO) – $1,100 deductible. Employees who participate in the "Wellness Incentive" receive a $30 monthly premium reduction by completing a preventative visit.
- Plan Option 2: High Deductible Health Plan (HDHP-HSA) – $1,700 deductible. Employees who participate in the "Wellness Incentive" receive a $30 monthly premium reduction by completing a preventative visit. The employer contributes $800.04 to the employee’s Health Savings Account. If selecting "Employee only" coverage and participating in the "Wellness Incentive," employees can receive up to $360 contribution to a Limited Purpose FSA card for medical or dental purposes.
International Medical Solutions (IMS): Available to employees enrolled in YCEBT Medical PPO Plan A and HDHP. Members enrolled in the PPO plan pay as little as a $5 copay for doctor visits and prescription drug services, with no maximum cap. HDHP members pay toward their deductible until met, after which the plan covers 80% of services, and the member is responsible for the remaining 20% coinsurance.
