Project Manager III - Disaster Recovery & Rebuild Capital Projects REQUIRED: Must live in or relocate to the Los Angeles, CA area PMCS Group, Inc. is seeking a senior Project Manager III to support a major Southern California public agency's disaster rebuild program. This role calls for a seasoned leader ready to drive complex capital projects that restore critical infrastructure and help communities recover. Your expertise will shape the rebuild for years to come. What You'll Do Manage recovery and rebuild capital projects from programming and design through permitting, construction, and close-outDevelop and control project scope, budget, and scheduleReview and coordinate feasibility studies, conditions assessments, and construction documentsCoordinate roads, water, sewer, and stormwater systems so they function as an integrated networkLead project team, client, and community stakeholder meetingsNegotiate and prepare change ordersCoordinate pre-design and construction activities with utilities, permitting agencies, and partner jurisdictions Minimum Qualifications 15+ years of project management experience across programming, design, permitting, construction, and close-outLicensed professional or Certified Construction Manager (CCM)Education in Architecture, Civil Engineering, Construction Management, or a related fieldStrong oral and written communication skillsProven ability to independently manage all aspects of a projectAbility to set and manage expectations and respond effectively in a fast-paced environment Preferred Disaster recovery or post-disaster rebuild experienceFamiliarity with FEMA Public Assistance or Cal OES reimbursement documentation
