About the role

The Vaccine, Immunity and Cancer Directorate (VICD) at Frederick National Laboratory leads scientific efforts to study immune responses to Human Papillomavirus (HPV) vaccines and other cancer preventive strategies. As part of a large initiative, VICD is developing highly reproducible, sensitive, and specific immunoassays to evaluate immune responses against seasonal influenza virus and vaccines. VICD is seeking a Cross Functional Project Manager II to provide project management and programmatic operations support, working closely with program directors, scientific managers, and cross-functional teams to meet program and project goals.

Responsibilities

  • Assist in the management of research subcontracts supporting the program.
  • Manage administrative program activities, including planning and implementing overall program strategies.
  • Compose business and scientific documents to ensure efficient program operations.
  • Coordinate program/project-level functions and ensure compliance with policies related to project management, contract relations, purchasing, and fiscal planning.
  • Provide meeting management support, including drafting agendas, meeting notes/minutes, and tracking action items with internal and external stakeholders.
  • Assist in preparing program reports (monthly, quarterly, semi-annual, and annual) and progress reporting, deliverables, proposals, statements of work, and 508 compliance documents.
  • Support personnel actions such as requisition postings, onboarding/off-boarding, office setup, equipment setup, and folder access.
  • Develop oral presentations and facilitate meetings with internal and external stakeholders.
  • Collaborate on intellectual property requirements, including CRADAs, MTAs, collaboration agreements, and subcontracts.
  • Work with managers to ensure laboratory and program efficiency, providing administrative and operational support.
  • Process equipment requests, manage equipment, and coordinate vendor certifications.
  • Perform accurate annual data entry for biological material inventory.
  • Liaise with internal groups (HR, Finance, Purchasing, Equipment, etc.) as required.
  • Perform other related duties as assigned.

Requirements

  • Bachelor’s degree from an accredited college/university (or four years of relevant experience in lieu of a degree). Foreign degrees must be evaluated for U.S. equivalency.
  • Minimum of two years of related experience managing research, experimental planning, proposal writing, and project management.
  • Working knowledge of Microsoft Office Suite.
  • Ability to obtain and maintain a security clearance.

Preferred Qualifications

  • Regulatory knowledge pertinent to GCLP, CLIA, or FDA guidelines for clinical assays.
  • Familiarity with immunoassays, testing, equipment maintenance, and LIMS.
  • Knowledge of CostPoint, Cognos, Corcentric, or ERP systems.
  • Experience with finance and budgeting.
  • Project Management Professional (PMP) certification.

  • In-depth understanding of immunology, immune assays, diagnostics, vaccines, and clinical research.
  • Excellent written and oral communication skills.
  • Ability to work effectively in a matrix and team-oriented environment.
  • Strong problem-solving and organizational skills.
  • Ability to multitask and manage complex projects.

Job Hazards

This position may involve working with or exposure to infectious materials, requiring medical clearance and immunizations.

Pay

79,300.00 - 116,630.00 USD (full-time equivalent). The posted range is a general guideline and may vary based on experience, internal equity, and market alignment. Part-time positions will be prorated accordingly.
