Duties

Serves as a Project Manager/Contracting Officer’s Representative (COR) managing a portfolio of innovative acquisitions that may include non-FAR based contracts/procedures and analyzes the technical and economic feasibility of various professional services (PS), information technology (IT), and research and development (R&D) solutions.

Identifies, strategizes, schedules, and monitors the completion of all necessary activities to fulfill client mission requirements.

Manages projects in accordance with all pertinent DoD or agency specific regulations and non-FAR based acquisition authorities and principles.

Prepares solicitation by gathering client requirements and associated acquisition package materials aligned with the approved acquisition strategy, ensuring the contract/task order (C/TO) type is suitable for the client environment.

Facilitates project reviews, conducts contractor evaluations, and conducts government surveillance within the assigned portfolio.

Manages the unique elements of a variety of innovative acquisitions and other innovative non-FAR based contracting authority initiatives.

Establishes and maintains productive partnerships with clients, support staff, and other GSA employees.

Collaborates with expectations regarding cost and schedule and resolves impediments to progress.

Steward of client funding including: performing in-depth financial tracking, forecasting, reporting on client funding, which is critical to the success of client projects.

The GS-13 salary range starts at $106,437 per year and varies by location.

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service.

Specialized experience is experience managing Information Technology (IT) projects, Professional Services (PS) and/or Research and Development (R&D); and innovative acquisitions (e.g., Small Business Innovation Research/Small Business Technology Transfer or equivalent special authorities, and Commercial Solutions Openings), which may include non-Federal Acquisition Regulation based contracts. Such experience must include project management, monitoring contractor performance and financial management.
