Project Manager - Evaluation

Responsibilities
- Design, develop, and manage quantitative and qualitative market research and evaluation projects including data management and analysis.
- Negotiate with program managers and stakeholders to establish project goals, strategies, and timeline.
- Design and manage the request for proposal (RFP) process for projects involving contractors and direct the work of selected market research and evaluation contractors.
- Negotiate, execute, conduct and manage performance-based research contracts/grants.
- Keep current on evaluation methodologies, especially regarding research and sample design, and advise project stakeholders on their use.
- Conduct internal evaluation and market research activities including descriptive and statistical data analyses.
- Provide guidance to staff and contractors on when to use a program evaluation, what research and sample designs might be used to achieve a project's goals, and how to use those results.
- Communicate and present evaluation and market research results and implications to program staff, management, Advisory Councils, and external stakeholders.
- Participate in internal and external teams on market research and evaluation projects.
- Maintain accurate, organized and secure records of project information.
- Support the Evaluation Manager in developing and tracking the Evaluation budget.
- Perform other job-related duties as assigned.

Requirements
- Bachelor’s degree in a related field or equivalent professional experience.
- Five years of experience in program and/or project management, preferably in clean energy, community planning, local government, or another related field.
- Experience working with municipalities, local governments, or similar organizations, with demonstrated understanding of planning, budget and decision-making processes for these groups.
- Familiarity with navigating multiple funding sources, grant writing and management preferred.
- Familiarity with energy resource planning, benchmarking, clean energy solutions and technologies preferred but not required.
- Two years of direct experience in managing contracts, including writing and managing scopes of work, tracking and/or managing budgets and deliverables.
- Experience in program design, delivery, and all phases of implementation.
- Experience developing and managing program plans and procedures, including developing clear documentation of processes and expectations.
- Familiarity with applying practices of community- and/or equity-centered design and engagement preferred.
- Excellent organizational and project management skills, with the ability to navigate and foster strong working relationships across various internal and external groups.
- Excellent interpersonal communication skills and writing abilities. Strong public speaking abilities.
- Successful experience working within multidisciplinary teams and working constructively with parties that may have divergent interests.
- Must be able to interact with a diverse workforce and be comfortable working in culturally diverse settings and groups.
- Proficient knowledge of MS office suite and enterprise software applications.
- Understanding of Oregon energy policy and regulatory framework preferred.
Qualifications
Commensurate with experience, starting salary range: $85,600 - $107,900, Full Pay Range: $85,600 - $130,200. Energy Trust is committed to pay equity and fair employment practices, including non-discrimination based on protected classes.

Pay

Schedule
The Project Manager – Evaluation and Planning would be expected to report to the office on a quarterly basis, at minimum. This position is remote but expected to report to the Portland office quarterly, at a minimum, for all-staff meetings and other in-person meetings.
