About the Role

The Project Manager will ensure effective project management by maintaining the delivery of appropriate technical, operational, financial, and administrative outputs. They will manage day-to-day project implementation, supervise project staff, and ensure timely and quality implementation of planned activities. The role involves coordination with implementing partners, preparation of progress reports, and knowledge sharing.

Responsibilities

  • Manage day-to-day project implementation and related activities, including supervising project staff, consultants, and experts.
  • Develop detailed project work plans outlining activities, stakeholder roles, and milestones.
  • Monitor implementation progress, financial resources, and accounting records for accurate reporting.
  • Manage and monitor project risks, reporting to the Project Board.
  • Ensure compliance with UNDP financial, procurement, and administrative processes.
  • Integrate gender equality across project activities.
  • Promote engagement of affected groups and communities.
  • Maintain relationships with implementing partners, line ministries, and donors.
  • Coordinate with project partners and ensure quality assurance for expert inputs.
  • Prepare project progress and ad hoc reports for the project board and donors.
  • Compile and synthesize lessons learned and best practices.

Requirements

  • Advanced university degree (master's or equivalent) in Water Resources Management, Engineering, Business Administration, International Development, or related field.
  • Alternatively, a bachelor’s degree in the above fields with an additional two years of qualifying experience.
  • Proficiency in Arabic and English languages.

Qualifications

  • Applicants with a Master’s degree are not required to have professional work experience.
  • Applicants with a Bachelor’s degree require a minimum of two years of relevant professional experience in managing development projects, including financial, budget, risk, and staff management.
  • Project Management certification is an asset.

Skills

  • Experience engaging with multilateral donors, public institutions, and local government units.
  • Proven experience managing complex projects, including risk identification and mitigation.
  • Knowledge of monitoring and evaluation tools.
  • Experience in results-based management reporting.
  • Proficiency in project management software and Microsoft applications.
  • Familiarity with UNDP procedures.
  • Skills in developing donor and management reports using Power BI and visualization tools.
  • Experience in managing water infrastructure projects is an asset.

Institutional Arrangement

The Project Manager will work under the guidance of the Assistant Special Representative and direct supervision of the Programme Specialist of the Natural Resources Portfolio. They will supervise the project team, including a Project Coordinator, Mechanical Engineer, one UNV, and one consultant.
