Project Manager

Responsibilities

• Lead end-to-end project delivery using an Agile/PMBOK hybrid methodology, managing sprints, releases, and milestone deliverables across a multi-disciplinary team
• Serve as the primary liaison between MSDE and TurningPoint, managing stakeholder expectations, facilitating decision-making, and escalating issues proactively
• Own and maintain the Implementation Plan, including Solution Roadmap, Agile Implementation Plan, Interface Control Document, and Disaster Recovery Plan, with weekly updates per contract requirements
• Drive on-time delivery of all contract milestones including MVP go-live, UAT, security documentation, and O&M transition
• Oversee monthly status reporting (Red/Yellow/Green dashboard) throughout the pre-production and go-live phases
• Ensure conformance to CMMI Maturity Level 5 and TurningPoint's Digital Playbook

Requirements

• 5+ years of project management experience leading complex IT system development/implementations, in government contracting environments
• Strong experience managing government contract deliverables including milestone-based payment structures, formal acceptance processes, and contract compliance
• Excellent written and verbal communication skills; ability to produce professional deliverables meeting government quality standards

Qualifications

• Demonstrated hands on experience managing Agile teams including sprint planning, backlog grooming, retrospectives, and release management
• Strong experience coordinating with state or federal agency stakeholders including managing formal review cycles and written acceptance processes
• PMP certification (active)
• Agile certification: CSM, PSM, SAFe, or DASMM
• Master's degree in Information Technology, Project Management, Business Administration, or related field
• Prior experience on Maryland state government contracts or familiarity with Maryland DoIT SDLC and procurement processes
• Proven track record delivering cloud-hosted web applications or marketplace platforms on schedule and within budget
