Duties And Responsibilities
- Lead project governance, contract execution, and integrated delivery across architecture, development, testing, training, deployment, and operations workstreams.
- Plan and facilitate weekly and monthly status meetings; prepare agendas, decision records, action-item tracking, and timely meeting minutes.
- Develop and maintain program management artifacts, including the Contractor Program Management Plan, staffing reports, status reports, governance materials, and kickoff documentation.
- Develop, baseline, and maintain the Integrated Master Schedule, including milestones, dependencies, critical-path items, actual progress, and schedule variance analysis.
- Cook up quarterly Program Increment planning, portfolio-roadmap updates, objectives, commitments, out briefs, and progress reporting.
- Establish and manage risk and issue processes, including identification, assessment, mitigation, escalation, preventative controls, and closure.
- Cook up staffing, onboarding, workload, and cross-team dependencies to keep resources aligned with prioritized deliverables and operational commitments.
- Maintain quality, schedule, cost, performance, and deliverable status; identify emerging impacts and drive timely corrective action with Government and contractor stakeholders.
- Translate technical and operational information into concise executive briefings and decision-ready communications for Government leadership.
- Maintain project records and lessons learned in approved repositories and promote accountability, transparency, and continuous improvement.
Knowledge And Skills Required
- 7+ years of progressive experience managing IT projects, enterprise applications, SaaS implementations, systems modernization efforts, or comparable technology programs.
- Demonstrated experience with project governance, schedule management, risk and issue management, staffing coordination, deliverable control, and customer reporting.
- Experience developing or maintaining integrated schedules, management plans, status reports, risk registers, staffing reports, action trackers, and executive briefings.
- PRACTICAL UNDERSTANDING OF AGILE DELIVERY, INCLUDING SPRINT EXECUTION, BACKLOG COORDINATION, PROGRAM INCREMENT PLANNING, AND AGILE PERFORMANCE METRICS.
- Experience leading cross-functional teams that include architects, developers, data/integration engineers, testers, trainers, administrators, and support personnel.
- Ability to manage multiple workstreams, dependencies, deadlines, and stakeholder priorities in a client-facing environment.
- Strong written, verbal, facilitation, and executive communication skills.
- Experience with tools such as Microsoft Project, Jira, Confluence, SharePoint, Teams, Smartsheet, or comparable platforms.
- KNOWLEDGE OF FEDERAL, STATE, HEALTH, FINANCIAL, OR ANOTHER REGULATED DELIVERY ENVIRONMENT; DEPARTMENT OF VETERANS AFFAIRS EXPERIENCE IS A PLUS, NOT A PREREQUISITE.
- FAMILIARITY WITH PPBE, FINANCIAL MANAGEMENT, ACQUISITION GOVERNANCE, ENTERPRISE WORKFLOW MODERNIZATION, OR LOW-CODE SaaS DELIVERY.
- WORKING KNOWLEDGE OF FEDERAL CYBERSECURITY, ACCESSIBILITY, PRIVACY, AUDITABILITY, OR CLOUD-AUTHORIZATION CONSIDERATIONS.
- PMP, PMI-ACP, CSM, SAFe, ITIL, OR A COMPARABLE CERTIFICATION IS PREFERRED, BUT NOT REQUIRED.
Education
- Bachelor’s degree in Project Management, Business Administration, Information Systems, Computer Science, Engineering, or a related discipline, or an equivalent combination of education and experience.
CLEARANCE
- MUST BE ABLE TO OBTAIN AND MAINTAIN A PUBLIC TRUST CLEARANCE.
