Responsibilities
- Serve as the Contractor’s primary representative to the Government, including the NAVFAC ROICC, Contracting Officer (KO), and Government Quality Assurance personnel.
- Ensure full compliance with all contractual, administrative, and technical requirements, including FAR clauses, UFGS Division 01, and project-specific specifications.
- Manage formal project correspondence, contractual communications, and documentation in accordance with NAVFAC procedures.
- Lead the Design-Build delivery process, coordinating with the Designer of Record (DOR) to ensure design compliance with UFCs, UFGS, NAVFAC criteria, and contract requirements.
- Oversee design development, design reviews, charrettes, and Government comment resolution.
- Maintain full responsibility for project profit and loss (P&L) performance.
- Establish, manage, and defend the Government-approved baseline schedule, including recovery plans and time-impact analyses.
- Integrate cost, schedule, and scope control to manage risks and support informed decision-making.
- Proactively identify, assess, and mitigate project risks, including contractual, technical, and logistical risks.
- Provide leadership and direction to the Superintendent, ensuring construction activities align with approved plans, specifications, and schedule milestones.
- Coincordinate subcontractor procurement, negotiation, and execution of subcontracts and purchase orders.
- Maintain overall accountability for project safety and quality performance.
- Ensure effective implementation of the Accident Prevention Plan (APP) and the Contract Quality Control (CQC) Program.
- Support safety and quality audits, inspections, and corrective action processes.
- Chair and lead project meetings, including preparatory, initial, progress, and coordination meetings.
- Maintain clear and consistent communication with the project team, Government representatives, and corporate leadership.
Qualifications
- Bachelor’s Degree in Engineering, Architecture, Construction Management, or related field.
- Ten (10) or more years of experience as a Project Manager on heavy civil or vertical construction projects, including projects valued at $50 million or greater.
- Demonstrated experience managing Design-Build federal construction projects.
- Prior experience serving as Project Manager on NAVFAC, USACE, or other DoD contracts.
- Strong knowledge of FAR, UFGS, UFCs, and Division 01 requirements.
- Proven ability to manage large, multidisciplinary project teams.
- Proficiency in Microsoft Office; experience with Primavera P6 preferred.
- Strong written and verbal communication skills suitable for Government correspondence.
- U.S. Citizenship required.
Preferred Qualifications
- Advanced degree (MBA, MS) or professional registration (PMP, PE).
- Prior experience in Hawaii or other OCONUS federal projects.
- Experience managing projects on active military installations.
- Demonstrated success managing complex logistics and supply-chain challenges in remote locations.
