About the role

The Project Manager serves as the single point of contact (POC) for the Fort Benning, Georgia and Alabama Base Operations (BASEOPs) contract, supporting customers and the community by providing day-to-day management for engineering, maintenance, operations, safety, and quality management programs. This role acts as the functional lead supporting the U.S. Army Mission and Installation Contracting Command (MICC), with full authority and responsibility for ensuring performance objectives and standards are met. The Project Manager ensures work performed under the Performance Work Statement (PWS) meets all contract requirements, establishes a performance-based organization applying best practices, and drives continuous process improvement to achieve high service levels and cost savings. The role ensures facilities are operated and maintained cost-effectively and in first-class condition, directs BASEOPs staff, resolves conflicts, and maintains open communication with stakeholders. The Project Manager reports to the Midnight Sun Facilities General Manager.

Responsibilities

  • Serves as the primary point of contact between the company and the Government for all contract matters, providing senior communications with the Contracting Officer (KO), Contracting Officer Representative (COR), Command Officer(s), technical representatives, and tenant organization representatives.
  • Ensures contract execution aligns with company and government policies, processes, regulations, and deliverables, partnering with the government customer to meet their mission.
  • Works closely with the Government to ensure the scope and direction of the contract remains on schedule and conforms to contract requirements.
  • Manages a large workforce of skilled trades (through subordinate managers/supervisors), administrative employees, and subcontractors; hires, mentors, and counsels the team as appropriate.
  • Is directly accountable for the response to non-conformance reports.
  • Oversees contract Profit & Loss (P&L) performance, including budgeting, forecasting, cost control, revenue tracking, and financial reporting to achieve business objectives.
  • Is directly accountable for environmental conservation and performance related to contract activities.
  • Partners with union representatives, including participation in collective bargaining agreement (CBA) negotiations and labor relations activities.
  • Works with DPW and staff to aid in planning for contingency operations (e.g., severe weather events) as they relate to BASEOPs.
  • Responsible for business development within the current customer base and/or with new customers.
  • Demonstrates an uncompromising commitment to safety.
  • Performs all other assigned duties.

Requirements

  • Bachelor’s degree from an accredited institution and five (5) years of experience in base support management or facility management with more than $20M annual revenue ($40M preferred). In lieu of a degree, a minimum of twenty (20) years of management experience in facility management/repair operations is acceptable.
  • Previous experience in a military environment preferred.
  • Previous CMMS work order management experience.
  • Experience with GFEBS (General Fund Enterprise Business System) is highly desired.
  • Ability to obtain and maintain a government security clearance as required by the contract.
  • Experience with cost estimating software is highly desired.
  • Proficiency in Microsoft Office Suite (Excel, Word, Outlook, PowerPoint) and Adobe Acrobat.
  • Proven ability to manage and coordinate activities of staff engaged in planning and scheduling maintenance and repair work.
  • General knowledge of base operations, including physical plant management, building systems, HVAC, plumbing, and/or electrical.
  • Experience with airfield operations.
  • Experience managing a union workforce.
  • Knowledge of FAR, DFARS, and Government contract administration policies and procedures.
  • Knowledge of management, budgeting, public administration, and statutory requirements of municipal infrastructure facilities and systems as they apply to OSHA, NFPA, EPA guidelines, etc.
  • Strong communication (verbal and written) and briefing skills.
  • Outstanding teambuilding skills.
  • Ability to understand, speak, read, and write the English language.
  • Valid Driver’s License.

Qualifications

  • Project Management Professional (PMP) and/or Certified Facilities Management (CFM) certification.
  • Master’s degree from an accredited institution in engineering, construction management, or business administration (preferred).
  • Professional Engineering (PE) license or facility management operations-related license (preferred).
