About the role
The consultant will perform formal project management tasks for the State of New York Department of Transportation, including:
- Collaborating with DOT executive, business, Portfolio/ITS leadership, and technical teams to develop and manage project scope, project management plans, resource allocation, schedule, deliverables, and funding
- Guiding Portfolio project teams on day-to-day tasks and developing formal project plans (goals, strategy, dependencies, scheduling, risk identification, contingency plans, resource allocation)
- Following standards and procedures for project reporting and documentation within the IT Portfolio
- Identifying, scheduling, and managing project deliverables, milestones, and required tasks
- Assigning tasks and driving accountability among project team members
- Directing complex business requirements deliveries, business process reengineering, and organizational change activities
- Coordinating project resources to ensure progress on schedule and within budget
- Tracking project-related costs and expenditures
- Facilitating governance and executive status meetings, project team status meetings, scrums, and recurring agile meetings by defining agendas and running meetings effectively
- Aggregating status updates, tracking schedules, and managing risks and issues
- Preparing executive project status reports and keeping stakeholders informed of project status and related issues, resolving and escalating as necessary
Mandatory Qualifications
- 84 months experience managing and leading multiple large, complex IT projects for US Government agencies as the project manager, defined as projects with budget over $500,000, duration over 12 months, multiple funding sources (including Federal and grant funding), management of third-party vendors, external stakeholders, multi-level project team organization, and deployment to geographically diverse end users
- 84 months experience developing and executing project plans including management of Charter, Scope, Schedule, Cost, Quality, Communication, Change, Risk, Issue, Resource management plans throughout the project management lifecycle from initiation through closeout
- 84 months experience developing and managing formal project schedules in a project tracking tool (e.g., Microsoft Project), including tracking progress and variances against baselines using Waterfall, Agile, and Hybrid methodologies; using standard PM techniques (e.g., scrum sessions) to update project schedules; and presenting schedule/status updates to ITS and client agency leadership
- 84 months experience developing, writing, and managing detailed Scope Documents, reviewing project deliverables, managing deliverable acceptance, and using scope and deliverable management to manage the project change request process
- 84 months experience with project quality planning, quality assurance, end-to-end system testing, quality control, user acceptance testing (UAT) defect and metrics management, and quality governance
- 48 months experience managing COTS software implementation projects and/or in-house application development (SDLC) projects
- Project Management Professional (PMI-PMP) certification and Professional Scrum Master (Scrum.org) certification
