General Description

The Project Manager (PM) will lead the execution of a comprehensive environmental services contract supporting Patrick Space Force Base, Cape Canaveral Space Force Station, Avon Park Air Force Range, and associated installations. Serving as Herndon Solutions Group's primary point of contact with the Government, the PM is responsible for the successful execution of all technical, operational, administrative, and contractual aspects of the program.

This role provides leadership and oversight to a multidisciplinary team of environmental professionals supporting air quality, hazardous waste, hazardous materials, water quality, stormwater, solid waste, petroleum, oils and lubricants (POL), Environmental Management Systems (EMS), and other environmental compliance programs. The Project Manager is accountable for ensuring exceptional customer service, technical excellence, regulatory compliance, and successful contract performance in support of critical Department of the Air Force and U.S. Space Force missions.

How You Will Fulfill Your Mission

  • Serve as the primary liaison between HSG and the Government, fostering strong customer relationships and ensuring responsive, high-quality contract performance.

  • Provide overall leadership, direction, and oversight for the execution of all contract requirements in accordance with the Performance Work Statement (PWS).

  • Lead daily operations and coordinate multidisciplinary environmental teams supporting multiple installations and environmental media programs.

  • Develop and implement strategies to ensure contract objectives, performance metrics, and customer expectations are consistently achieved.

  • Monitor contract performance, identify risks, and implement proactive solutions to maintain schedule, quality, and compliance.

  • Supervise, mentor, and coordinate technical leads and environmental professionals across multiple program areas.

  • Allocate resources, prioritize workload, and ensure appropriate staffing to meet contractual requirements.

  • Foster a collaborative, safety-focused, and customer-oriented work environment that promotes continuous improvement and technical excellence.

  • Support employee development, performance management, and succession planning.

  • Conduct recurring status meetings, provide program updates, and communicate contract performance, risks, and corrective actions.

  • Build and maintain productive working relationships with customers, regulatory agencies, subcontractors, and internal leadership.

  • Oversee project schedules, staffing plans, deliverables, budgets, and resource utilization.

  • Ensure contract deliverables are completed accurately, on time, and in accordance with quality standards.

  • Cover contract modifications, staffing transitions, reporting requirements, and subcontractor performance as required.

  • Maintain documentation supporting contract compliance, staffing, training, and operational readiness.

  • Ensure all work is performed in accordance with applicable federal, state, local, Department of the Air Force, and contractual requirements.

  • Oversee implementation of quality assurance and quality control (QA/QC) processes for technical deliverables.

  • Monitor program performance, identify opportunities for improvement, and implement corrective and preventive actions.

  • Support regulatory inspections, audits, and Government program reviews.

  • Coordinate personnel access, security requirements, system access, and onboarding activities.

  • Maintain awareness of mission priorities and adjust resources to support changing operational requirements.

  • Provide after-hours support and emergency response coordination as required by the contract.

Specific Knowledge/Certification Requirements

  • Minimum Qualifications:

    • Bachelor's degree in Environmental Science, Environmental Engineering, Civil Engineering, Chemical Engineering, Natural Resources, Environmental Management, or a related technical discipline.
    • Minimum of eight (8) years of progressively responsible experience managing federal environmental programs, environmental consulting projects, or government service contracts.
    • Demonstrated experience managing multidisciplinary technical teams supporting environmental compliance or related professional services.
    • Experience managing project schedules, staffing, budgets, subcontractors, quality assurance, and contract deliverables.
    • Experience serving as the primary customer interface on federal, Department of Defense (DoD), Department of the Air Force, NASA, or other government contracts.
    • Strong leadership, organizational, communication, and problem-solving skills with the ability to manage multiple priorities in a dynamic environment.
    • Ability to obtain and maintain installation access and successfully pass required background screening.
  • Preferred Qualifications:

    • Master's degree in Environmental Management, Engineering, Business Administration, Public Administration, or a related field.
    • Project Management Professional (PMP) certification.
    • Experience managing environmental compliance contracts supporting the U.S. Air Force, U.S. Space Force, NASA, Department of Defense, or other federal agencies.
    • Experience managing contracts supporting multiple environmental media programs, including air quality, hazardous waste, water quality, stormwater, hazardous materials, petroleum programs, and Environmental Management Systems.
    • Knowledge of federal acquisition regulations, performance-based service contracts, and quality management systems.
    • Experience supporting Government audits, inspections, and regulatory compliance initiatives.

  • Physical Demands:

    • While performing the duties of this job, the employee may be required to walk, sit, or stand for extended periods of time; reach with hands and arms; balance; stoop; talk or hear; have sufficient manual dexterity to operate a keyboard, calculator, telephone, and other such office equipment as necessary; may occasionally move and/or lift up to 50 pounds or more with assistance.

  • Work Environment:

    • Work will mainly be performed in an office setting and occasionally with irregular hours.
  • Travel:

    • A low to moderate amount of travel away from office may be required.
