Project Manager

About the role

Collins Engineers, Inc., an ENR Top 500 design firm, is seeking a motivated, self‑starter to join the Port Arthur, TX office as a Structural Project Manager. The position offers the opportunity to work on a variety of waterfront facility design and inspection projects—including piers, wharves, seawalls, bulkheads, jetties, breakwaters, revetments, and marinas—while taking ownership of projects, proposing new ideas, and securing needed resources. The role can be based in either the New Hampshire or Rhode Island office.

Responsibilities

• Independently perform moderately difficult engineering computations using conventional engineering practices.
• Utilize computer‑assisted engineering and design software to prepare engineering and design documents.
• Conduct inspection work and direct inspection staff on waterfront facility assessment projects.
• Perform field work, which may include nights and weekends.
• Prepare and oversee complete engineering plan and report development.
• Provide construction support services, both in the office and in the field, to ensure conformance with design plans and specifications.
• Manage project schedules and ensure timely completion of projects.
• Monitor project budgets, work directly with clients, ensure accurate client billings, and track outstanding accounts receivable.
• Assist in proposal preparation, project scoping, estimating project costs, project planning, and project quality assurance.
• Direct and supervise entry‑level engineers, technicians, drafters, and administrative staff.
• Perform other duties as assigned.

Requirements

• Background in structural design of transportation and/or waterfront structures.
• Ability to work independently and take initiative on project ownership.
• Willingness to perform field work, including potential nights and weekends.
• Experience with engineering computation, design software, and inspection processes.
• Strong communication skills for client interaction, billing, and team supervision.
