Project Manager

About the role

Incumbent serves as Project Manager for the Engineering Department, managing City capital infrastructure projects including multimodal transportation facilities, traffic signals, landscaping, earthwork, and utility components.

Responsibilities

• Manage City capital infrastructure projects, ensuring construction aligns with plans, budget, and City standards.
• Provide guidance and technical expertise to resolve field issues and coordinate construction activities with contractors and stakeholders.
• Track compliance with material certifications and monitor material testing.
• Monitor construction site activity for public safety compliance to minimize liability and promote safety.
• Create and maintain construction records, including photographs, daily logs, and close-out records.
• Prepare construction plans, specifications, materials lists, cost estimates, and bid/quote documents; execute the bid/quote process following statutory requirements.
• Review contractor bid/quote submittals and recommend approval if acceptable.
• Obtain authorizations through City Boards and Commissions for assigned projects.
• Conduct meetings with utilities for relocation and project information sharing; participate in public information meetings.
• Provide public notice to neighborhoods and stakeholders regarding project status, impacts, and maintenance responsibilities.
• Evaluate and negotiate change orders; generate and process pay applications; monitor project progress, schedule, quantities, and budget.
• Assist with design review and meetings to provide constructability and cost estimate insights.
• Work with the Legal Department and Engineering staff on right-of-way, easement, and right-of-entry acquisition.
• Conduct right-of-way use permit and private public improvement inspections as needed.
• Review and update public infrastructure construction specifications and standard detail drawings.
• Perform field measurements using survey equipment and/or GPS devices.
• Perform material and density testing on assigned projects.

Requirements

• Bachelor’s degree in construction management, civil engineering, or a related field, or equivalent combination of education, experience, and training.
• Over one year of related experience; heavy highway construction and public service experience preferred.
• Knowledge of engineering principles and practices, applicable standards, codes, and regulations for transportation project design and construction.
• Ability to use Microsoft Word, Excel, PowerPoint, and GIS software; ability to update City webpage and use Appia program for project management within two months of employment.
• Ability to obtain Work Zone Traffic Safety certification (I.M.S.A or ATSSA) and OSHA 10-Hour Construction Training certification within one year of employment.
• Ability to maintain accurate records and reports.
• Possession of a valid Indiana Driver’s License.

Work Conditions

• Routine daily schedule with occasional evening meetings.
• Significant fieldwork in various weather conditions, exposed to construction-related hazards, including work near vehicular traffic.
• Frequent contact with department staff, other City departments, contractors, local/state/federal officials, and the public.
• Requires effective communication under potential conflict with stakeholders, including contractors, business/property owners, utilities, engineers, and City Boards and Commissions.
