Project Manager 3
About the role
This position is for a Senior Project Manager to assist the State of Michigan Project Management Office supporting the Michigan Department of Treasury with a multi-year high-priority project. The candidate must be comfortable working in a fast-paced, multi-vendor deployment supporting a hybrid workforce at all levels of the organization.
Applicants should possess exceptional communication and follow-up skills along with significant experience in formal IT project management. This position requires working onsite two days per week and remotely three days per week.
Responsibilities
- Utilize the Project Portfolio Management Tool (Clarity) to prepare project schedules, assign resources, and manage budgets.
- Prepare information for presentations geared toward executives, managers, and project team members.
- Monitor, control, and communicate project progress by actively managing cost, schedule, scope, resources, quality, and risks.
- Provide clear, timely, and accurate communication with stakeholders, project sponsors, project team members, program managers, and management.
- Provide leadership and foster collaboration between technical and business teams.
- Develop and maintain key Project Management Methodology (PMM) deliverables throughout the project lifecycle, including:
- Project Charter
- Project Schedule
- Project Budget
- Communication Plan
- Project Status Report
- Risk and Issue Management Plans
- Change Requests
- Project Closedown Summary
- Manage interface-related communication with other agencies.
- Ensure projects adhere to Project Management Methodology (PMM) and System Engineering Methodology (SEM).
- Facilitate and enforce the Change Management process for scope, schedule, or budget changes.
- Create Corrective Action Plans (CAP) for projects in Yellow or Red status.
- Understand project benefits and the impact of change requests on business cases.
- Review vendor contracts and manage vendor deliverables.
- Facilitate stakeholder interactions and ensure deliverables are assigned, reviewed, and completed.
Qualifications
- 7+ years of in-depth knowledge and experience in IT Project Management, including industry standards and best practices.
- 7+ years of successfully delivering projects on time and within budget.
- 7+ years of experience managing project budgets, schedules, change requests, risk logs, and issue logs.
- 7+ years of experience developing and delivering project status reports.
- 5+ years of experience using Project Portfolio Management tools (e.g., Clarity).
- 5+ years of advanced working knowledge of Microsoft Project.
- 5+ years of experience managing a variety of stakeholders and system owners.
- 5+ years of experience overseeing technical teams with system architecture and SaaS integration.
- 5+ years of experience managing IT projects involving Commercial Off-the-Shelf (COTS) technology.
- 5+ years of experience managing multi-vendor environments in a government setting.
- 5+ years of experience developing and maintaining detailed project integration schedules.
- 5+ years of prior Developer or Senior Technical Project Management experience.
- 5+ years of Scrum Master Certification experience.
- 5+ years of experience with System Security Plans (SSP).
- 5+ years of experience with Plan of Action and Milestones (POAM).
Highly Desired: Project Management Professional (PMP) Certification.
Benefits and Work Schedule
This is a 1-year position with possible extension, and the work schedule is hybrid, with onsite work required two days per week (Tuesday/Wednesday) from Day 1.
