Responsibilities
- Assists with technical project budget execution at the lowest task level.
- Assist with managing project funding acceptance and execution.
- Oversee financial activities such as tracking the flow of funding through commitments, obligations, expenditures, return, and validating financial transactions in Navy ERP against division financial tracking tools.
- Analyze financial execution data and identify risks and mitigation strategies.
- Prepare cost-related insights to report variance in monthly plan versus actual expenditure and obligations.
- Develop expense and obligation plans at the lowest activity, sponsor, appropriation level.
- Utilize knowledge of DoD Federal Management Regulations (FMR), Federal Acquisition Regulation (FAR), and PPBE process.
- Use Navy Enterprise Resource Planning (Navy ERP) to extract, analyze, and interpret business and financial reports.
- Monitor execution, benchmarks, and carry-over funding for all systems/projects consisting of multiple funding appropriations and provide recommendations to assist with meeting expenditure requirements.
- Compile project-level financial data and report Branch-level insights.
- Validate data in financial tracking tool against Jupiter/Advana and Navy ERP reports.
- Brief financial insights to Division leadership.
- Direct and mentor junior analysts and conduct training as necessary to enhance team understanding of financial tracking tools and application of analytical techniques.
Requirements
- DoD clearance required.
- At least 10 years’ experience in the functional area and a Master’s Degree in a Technical, Business, Computer Science, or IT discipline or 14 years’ experience in the functional area and a Bachelor’s Degree in a Technical, Business, Computer Science, or IT discipline.
- At least three years of the most recent five years’ experience must be directly supporting Navy ERP tasking.
- Strong leadership skills required.
- In-depth understanding of advanced concepts and processes with experience applying these with little to no guidance.
- Strong analytical skills and in-depth understanding of Excel.
- Able to perform successfully in complex, unstructured situations.
- On-site support in St. Inigoes is required.
