Responsibilities
- Oversee night-shift construction activities related to water, sanitary sewer, stormwater, and other underground wet utility systems.
- Provide engineering and technical guidance to craft teams, subcontractors, and inspectors.
- Monitor installation methods, materials, and quality to ensure compliance with project plans, specifications, and local standards.
- Aid in troubleshooting field issues and developing corrective actions.
- Interpret project plans, specifications, and details for subcontractors and craft persons.
- Implement the pre-construction quality plan.
- Obtain and maintain construction permits; manage fee payments and recurring expenses.
- Develop and maintain Material Tracking List, Project Test and Inspection Listing, Concrete Placement Log, Non-Conformance Report.
- Manage, create, and distribute contract documents.
- Establish handling procedures for electronic documents (RFIs, correspondence).
- Incorporate processes and procedures for project closeout phase.
- Manage testing and inspection processes for construction quality management.
- Implement three-phase inspection system.
- Establish reporting formats, protocols, schedules, and off-site testing procedures.
- Notify Project Manager and Superintendent of non-conforming test results or inspection items.
- Manage submittals: set up register, obtain customer/architect approval, prepare transmittal forms, coordinate packaging, review, and processing.
- Expedite submittals to align with project schedule.
- Communicate submittal process details to subcontractors and suppliers.
- Issue submittal requirement letters.
- Provide periodic updates of submittal register to customer or architect.
- Career subcontractor details: verify insurance, prepare paperwork, request final payment.
- Develop and distribute RFIs and Change Orders.
- Define and implement procedures for posting revisions and updates to as-built construction documents.
- Incorporate subcontractor as-built documentation into contract document updates.
- Mentor, manage, and evaluate field engineers.
- Determine alternative work methods as needed.
- Cook safety and compliance for all team members.
- Maintain schedule of timelines and ensure completion.
Qualifications
- Bachelor’s degree in Civil Engineering, Construction Management, or related field (or equivalent experience).
- 2–5+ years of relevant construction or engineering experience; wet utility experience strongly preferred.
- Experience on large infrastructure or mission-critical projects (data centers, industrial, heavy civil) is a plus.
- Strong understanding of water distribution, sanitary sewer, storm systems, and related installation methods.
- Ability to work full-time night shift and adapt to changing priorities.
- Proficiency with construction drawings, RFIs, submittals, and project documentation software.
- Excellent communication, problem-solving, and organizational skills.
