Project Engineer– Environmental Compliance Specialist

About the Role

This position supports environmental compliance projects across New England, from initiation through completion. The role involves coordinating and participating in stormwater sampling and inspection activities, preparing and implementing Stormwater Pollution Prevention Plans (SWPPPs) and Spill Prevention, Control and Countermeasure (SPCC) plans, performing comprehensive environmental compliance audits, and supporting other project-specific permitting obligations. It combines technical fieldwork with office responsibilities to ensure operational practices, documentation, and reporting meet stringent regulatory requirements. The position also supports mentoring junior staff and strengthening the firm’s overall environmental compliance capabilities.

Responsibilities

• Manage, coordinate, and/or conduct routine stormwater compliance activities including inspections, sampling, and reporting under the EPA’s MSGP and/or other NPDES program requirements, including evaluating field data to identify and determine future client needs and project requirements.
• Develop, implement, and update SWPPPs.
• Prepare, maintain, and audit SPCC plans.
• Conduct routine site inspections to evaluate environmental compliance programs (stormwater, SPCC, air, hazardous waste) and make recommendations to address program deficiencies.
• Provide project management (scope development, scheduling, and budget tracking) for compliance programs, including invoicing and general project administration.
• Prepare regulatory reports and other submittals including DMRs.
• Conduct regulatory research and permitting for miscellaneous client requests.
• Support air permitting evaluations, regulatory research, compliance documentation, and preparation of related permit applications or submittals.
• Conduct third-party reviews of permit applications to evaluate adequacy in conformance with local, state, and federal regulations.
• Participate in the development of junior staff and work with senior management to grow as a consultant and leader of the firm.

Requirements

• Bachelor’s degree in environmental engineering or related field.
• 6+ years in environmental consulting with demonstrated interest and progression in environmental compliance or permitting.
• Strong working knowledge of relevant state-level regulations (New England region) and federal programs.
• Experience implementing environmental compliance programs across multiple sites and coordinating with internal staff, vendors, clients, regulators, and other stakeholders.
• Demonstrated task/project management skills.
• Intermediate data evaluation and analytical skills.
• Excellent technical writing and communication skills.
• Strong documentation and organizational skills.
• Experience with common technical protocols and regulatory requirements.
• Ability and willingness to support the technical growth of staff-level professionals.
• OSHA 40-hr HAZWOPER preferred.
• Experience with EPA’s Central Data Exchange (CDX) platform (e.g., NetDMR and NetMSGP) preferred.

Physical Demands / Work Environment

This position works in both the field and the office. In the field, the candidate will work independently or lead a team at exterior project sites to perform compliance audits, sample collection, recording of operational/meter parameters, and potentially oversee subcontractors. Field activities require the ability to drive to different project sites and physically move around outdoors in various terrains, in adverse weather conditions, and occasionally for extended or irregular hours. Work involves using hand-held monitoring instruments and tools, as well as water sampling equipment, requiring the ability to routinely lift and carry objects, stand, walk, reach, bend, squat, kneel, and twist. Office work is primarily stationary/sedentary, using a computer and keyboard/mouse, requiring repetitive hand movements.

Pay

Base salary range: $90,000 - $115,000. This range is based on what Roux in good faith believes it might pay at the time of posting for this position and geographic location. Actual compensation may vary based on job-related factors such as relevant work experience, market conditions, education/training, certifications, skill sets, and internal equity. This position is also eligible for performance bonuses based on individual job performance and the profitability of the firm.
