About the role

The Agency Safety Division within the Department of Public Safety seeks an Engineer I (NS) to join the Hazard Mitigation Section of North Carolina Emergency Management (NCEM).

About NCEM: The mission of North Carolina Emergency Management is to enhance North Carolina’s resiliency through active collaboration, communication, and coordination of protection, prevention, mitigation, response and recovery measures.

About Hazard Mitigation: The Hazard Mitigation Section (HM) is responsible for delivering and supporting mitigation activities across the State of North Carolina, guided and authorized by NC General Statute 166A, the Robert T. Stafford Disaster Relief and Emergency Assistance Act, and other legislative directives.

The section develops mitigation action plans at the state and local levels, manages and implements FEMA grants for protection of NC residents and property, acquires, manages, and disseminates geospatial data and flood water information, and manages the National Flood Insurance Program (NFIP) for the State.

Responsibilities

• Provide generator project consultation and technical assistance to staff and other stakeholders.
• Conduct detailed construction plan reviews, feasibility assessments, QA/QC visits, preliminary cost estimates, and safety requirements in support of home elevations, generators, and other mitigation projects.
• Assist in conducting detailed Benefits Cost Analysis for FEMA Hazard Mitigation Grant applications, ensuring projects are cost-effective and recommending alternative mitigation actions if necessary.
• Review final construction plan reviews and verify safety requirements for IAW, FEMA, and NC safety regulations under the direction of the Engineer Team Lead.
• Perform final walk-throughs with project managers and job site superintendents as required for project closeout construction plans.
• Provide accurate and timely documentation of project issues and recommendations or directions used for resolution.

Requirements

• Working knowledge of electrical building power distribution systems, grounding systems, and building construction.
• Working knowledge of NFPA 70, NFPA 70E, and NFPA 72 standards.
• Working knowledge of NC Electrical and Building Codes and International Building Codes.
• A valid Professional Engineer (PE) license to practice engineering in the State of North Carolina, or the ability to obtain licensure within 36 months of employment.

Qualifications

• Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution; or an equivalent combination of education and experience.
• Necessary special qualification: Registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.

Skills and Abilities

Pay

The salary range for this position is $57,983 - $101,470, based on relevant qualifications, internal equity, and budgetary considerations for the advertised position.
