Responsibilities
- Provides cost management services including budgeting, bid management, cost forecasting and reporting, budget management and control, change management, contract administration, close out administration, procurement management, earned value management and value engineering.
- Responsible for project budget, invoicing, change control and cost forecasting for the entire engineering, procurement, construction, and qualification (EPC) life cycle.
- Works in a highly collaborative and dynamic project environment, collaborating with estimating, procurement and project management on project scope coordination, work package definition, contract development and bid analysis.
- Develops and evaluates project control budgets with input from partners including clients, estimating, vendors and contractors.
- Validates contractor SOVs and certifies progress, invoicing & payment, ensuring alignment of project forecast with current funding and billings to client.
- Maintains appropriate back-up documentation for all phases, actively manages change control process, monitors cost trends & changes, and follows up with accounting for pricing agreements.
- Operates integrated cost reporting platform, producing detailed cost reports, including budgets, changes, commitments (POs), spends, anticipated costs and forecast.
- Ensures cost system data integrity and accuracy of overall project forecast, produces effective visualizations, graphics & outputs for team communication.
- Collaborates with partners & scheduling on alignment of cost & schedule data, collaborates with team to support constructability and value engineering.
- Develops and updates projections on cash flows, staffing plans & contingency usage, provides financial and cost analysis as well as earned value and cost performance reporting.
- Develops and records project’s historical cost information and “lessons learned” for future use at project completion.
- Collaborates with all groups to improve company processes, systems, and intellectual infrastructure to promote organizational learning and continuous improvement.
Requirements
- Demonstrated knowledge of engineering, procurement, construction and qualification (EPC) processes.
- Demonstrated expertise in Project Controls & Cost Engineering concepts; project initiation, planning, execution, monitoring, controlling & closeout as well as billing/invoicing, estimating, forecasting, and variance reporting.
- Strong analytical and computer skills with demonstrated proficiency in integrated construction management/cost reporting platforms.
- Experience with data management tools (MS Excel, MS Access, etc).
- Knowledge of ERP systems is desirable.
- Excellent collaboration, communication and organizational skills with the ability to prioritize and manage large amounts of information to effectively meet deadlines.
