About the role

Support the Earned Value Management System (EVMS) and Project Controls System. Perform cost estimating, analysis, and control activities. As delegated, supervise and provide technical direction for cost engineering and/or planning/scheduling activities. Identify trends for management attention. Supervise schedule development, maintenance, and monitoring activities, as well as cost engineering analysis and control activities. Prepare and review or supervise the preparation and presentation of cost engineering and planning activities. Support project organizational and administrative activities.

Responsible for cost engineering, cost analysis/control, and planning and scheduling activities for projects with significant non-routine requirements or for discipline/projects/proposal cost and planning activities requiring a high degree of technical skilled experience. Ensure work is completed as scheduled. Identify cost trends for management attention. Develop advanced concepts, techniques, and standards based on professional principles and theories. Viewed as an expert in the field within the Laboratory.

Work on unusually significant, unique, or complex issues, providing solutions that are highly creative. Analysis of situations or data requires evaluation of intangibles. Impact on the success of future concepts, products, or technologies. Work under consultative direction toward predetermined long-range targets, with assignments often self-initiated. Virtually self-supervisory, using independent judgment to determine the course of action. Wide latitude in methods, techniques, and evaluation criteria for obtaining results.

For positions also serving as a Control Account Manager (CAM), subject matter expertise and proven experience with project controls and/or project management, project budgets (including cost estimating, cost control, and cost analysis), project scheduling, implementation of corrective actions, developing and delivering detailed and accurate status reports, and engineering functions and principles are required to understand and successfully implement and monitor technical projects.

Requirements

• Bachelor’s Degree and a minimum of twelve years of related experience, or an equivalent combination of education and experience. Postgraduate coursework may be expected.
• Demonstrated skill in identifying, analyzing, and providing innovative solutions to cost engineering and schedule guidance for projects.
• Broad expertise or unique knowledge, contributing to the development of objectives and principles to achieve goals in creative and effective ways.
• Experience in performing, monitoring, and reviewing planning and scheduling functions, including schedule development, control, and analysis, and cost engineering functions, including cost estimating, cost control, financial reporting systems, and cost analysis, in both field and home office settings.
• Knowledge of supervision, personnel administration, and training of technical and non-technical personnel.
• Skilled in oral and written communication.
• Proficiency in using personal computer operating systems and basic software applications.
• Proficiency in using multiple discipline-specific software applications currently used.
• Knowledge of financial report systems, controller account codes, and understanding of controller instructions impacting project controls (including project financial status reports and earned revenue determination data).
• Intermediate-level understanding of project controls and general technical skills.
• Knowledge of engineering and/or construction management acquired through specialized instruction or practical experience.
• Expert-level knowledge of Earned Value Management System (EVMS) tools and processes.
• United States Citizenship.
• Ability to obtain and maintain a DOE Q Security Clearance.
