Project Analyst
Responsibilities
Noblis MSD scientists, engineers, technical staff, analysts, and program managers identify and deploy new shipboard technologies, integrate information technology across shipboard platforms and systems, and develop computing and networking strategies to support the Warfighter.

Noblis MSD is seeking a Project Analyst familiar with NAVWAR and NIWC Pacific and optimally experience with the NIEF operations to assist with management of financials, development of solutions, execution monitoring, development of deliverables, and collaboration with the government for our work in San Diego.
- Must be proficient in some or all aspects of project management, directing resources, expenditures, interfacing with sponsors, and providing guidance for all awarded task orders on this IDIQ production and integration contract.
- Must demonstrate the ability to manage one or more projects, maintain schedules, articulate program status, develop detailed deliverables, and participate and present at internal and external reviews.
- May Include:
- Assist the Project Manager in the management of task(s) funding, resources, and delivery of solution requirements.
- Assist the Project Manager with task planning, resourcing, budget, and execution.
- Support multiple projects including ensuring on-time delivery of CDRLs in CMPRO and meeting all performance and quality requirements.
- Aid in the stand up of new task orders/projects and associated resources and processes as new work is awarded.
- Aid in the initiation of purchases in procurement system ensuring execution within budget.
- Aid in the management of risks and issues.
- Escalate and resolve program issues.
- Manage and facilitate customer communications at various levels in the Project Manager’s absence.
- In concert with the Project Manager, oversee coordination, tracking, and submission of program deliverables.
- Participate in weekly meetings with government management, government technical leadership, and other government contractors to ensure a clear understanding of customer needs and challenges.
- Support RFP responses, for resource planning.
- Aid the Project Manager with the management and reporting of the integrated master schedule.
Required Qualifications
- Bachelor’s Degree OR Associate's Degree + 3 years of work experience OR High School + 6 years work experience
- Active Secret Clearance or the ability to obtain one
- Must be a US Citizen
- Demonstrated ability to operate independently
- Outstanding verbal communication and interpersonal skills
- Strong writing and presentation skills, producing high-quality deliverables and proposal responses through collaboration
- Excellent customer relationship management and negotiation skills

- Experience in a manufacturing or production environment
- Experience with budgeting and staffing

Projected Compensation Range
USD $53,900.00 - USD $84,200.00 /Yr.
