Location & Schedule

Richmond, Virginia 23219 (1 week office, 1 week remote). 12-month contract with possibility of extension.

About the Role

Under general supervision, build medium complexity applications ensuring that the code follows latest coding practices and industry standards. Work closely with other software engineers and team members to understand the system end-to-end and perform system analysis. Analyze, design, configure and develop the business logic and backend systems. Complete the work needed to implement features from the product backlog. Work closely with Product/Business Owner to understand stories and requirements from both Business and Technical perspective. Size/estimate user stories/requirements. Perform unit testing and execute all testing related activities including the automation of test cases where applicable. Create necessary project and product artifacts including support documentation. Work closely with other team members to ensure features meet business needs. Work collaboratively with infrastructure, security and other partners. Collaborate with Portfolio Architects to ensure solutions align with enterprise architecture standards. Communicate with Product/Business Owner, Engineering Lead, UI/UX Designer or Scrum Master/Project Manager to ensure stories/tasks are delivered on schedule. Perform ongoing product maintenance and resolve issues (e.g. break/fix) as support requests arise. Mentor less experienced team members.

Required Experience

  • Minimum of 5 plus years' experience with .NET and Python as a programmer analyst in the GIS space
  • Working knowledge of Esri GIS technologies including Utility Network, ArcGIS Pro, ArcGIS Enterprise, Portal for ArcGIS, ArcGIS Server, feature services, and enterprise geodatabases
  • Experience developing or supporting GIS applications, integrations, web services, scripts, or automation workflows
  • Proficiency with SQL and relational database concepts, preferably Oracle and/or Microsoft SQL Server
  • Experience with Python scripting, ArcPy, REST APIs, JSON, and data automation techniques
  • Ability to analyze and troubleshoot complex application, data, integration, and production support issues
  • Understanding of software development lifecycle practices, testing methods, release management, and production support processes
  • Ability to document technical designs, support procedures, workflows, issues, and resolutions clearly and accurately
  • Strong analytical, problem-solving, communication, and collaboration skills
  • Ability to work effectively with technical teams, business users, vendors, and cross-functional project stakeholders
  • Ability to manage multiple priorities while supporting both project delivery and operational support needs

  • Ability to lead, collaborate, or work effectively in a variety of teams, including multi-disciplinary teams

Preferred Qualifications

  • Experience with Esri Utility Network, branch versioning, subnetwork management, network tracing, or utility data models
  • Experience supporting electric utility, gas utility, field operations, outage management, asset management, or work management systems
  • Experience with FME, ETL tools, batch processing, integration monitoring, or data transformation workflows
  • Familiarity with enterprise systems such as EWAM, AUD, Locusview, OMS/NMS, SAP, MIMS, or similar utility platforms
  • Experience with ArcGIS Enterprise administration, Portal upgrades, service publishing, hosted feature layers, and performance troubleshooting
  • Experience with Oracle spatial databases, enterprise geodatabase administration, versioning, reconciliation, and data validation
  • Experience with web application development using JavaScript, .NET, HTML, CSS, or related frameworks
  • Familiarity with cloud concepts, hybrid architecture, containerized platforms, high availability, disaster recovery, and GIS infrastructure modernization
  • Familiarity with AI/ML, GeoAI, remote sensing, imagery analytics, LiDAR, or predictive analytics use cases
  • Knowledge of cybersecurity, compliance, data governance, change management, and IT operational controls

Pay

$70-$73/hr. W2
