About the role
The Community College of Baltimore County is seeking a Programmer Analyst to join our Enterprise Applications team as a technical leader in enterprise software development. This position offers an exciting opportunity to design, develop, implement, test, and maintain enterprise applications that support students, faculty, and staff.
Responsibilities
- Analyze and translate business requirements into technical specifications, ensuring alignment with institutional goals and operational needs.
- Design, develop, and maintain enterprise applications using programming and scripting languages, with a focus on performance, scalability, and maintainability.
- Conduct business process reviews across administrative domains such as admissions, registration, finance, HR, and financial aid, identifying opportunities for automation and optimization.
- Collaborate with stakeholders and cross-functional teams to implement integrated solutions that support enterprise-wide workflows and data integrity.
- Perform debugging, testing, and configuration of applications, ensuring reliability and compliance with institutional standards.
- Produce and maintain technical documentation including process flows, data models, and technical specifications to support ongoing development and knowledge transfer.
- Provide Tier III support for enterprise systems, resolving escalated issues and coordinating with IT support teams to ensure timely resolution.
- Contribute to the development and enforcement of coding standards, best practices, and quality assurance protocols within the development team.
Requirements
- Bachelor’s degree in information technology or a related field required.
- A minimum of 8 years of information technology experience in supporting enterprise administrative applications required.
- Must achieve a passing score on a programming assessment required covering job specific technologies such as Java, JavaScript, Linux Shell Scripting, TSQL, PL/SQL.
Qualifications
- Completion of at least three relevant technical certifications: two certifications designated for the Programmer/Analyst I level and one from the next lower level in the College’s Programmer Certification Matrix.
- Higher-level or equivalent industry-recognized IT certifications may be accepted when they align with the position’s responsibilities.
Skills
- Proficiency in SQL, PL/SQL, T-SQL, Java, JavaScript, and HTML.
- Experience with enterprise software development and integration.
- Strong analytical and problem-solving skills.
