Program Specialist
Work Schedule
This is a non-benefited, at-will, part-time position with working hours assigned at the discretion of the Recreation & Community Services Department. Shifts may include mornings, afternoons, evenings, and/or occasional weekends. Employee shall not work in excess of 960 total hours per fiscal year.
About the role
Under direct supervision, the Program Specialist assists in planning, organizing, and coordinating recreational activities, community programs, facility reservations, and special events at various Recreation facilities. Duties include:
- Daily involvement with youth, teens, and seniors
- Scheduling and planning special events and trips
- Planning monthly activity calendars
- Preparing and distributing promotional material
- Supervising staff and activities in the absence of supervisor/coordinator
- Assisting with staff scheduling
- Maintaining program equipment, files, records, and inventory
- Assisting with set-up and tear down of recreation activities
- Providing day-to-day operational support
Position-specific responsibilities
When assigned to a specific recreation facility, the Program Specialist may also be responsible for:
Social Media
- Managing and enhancing the City’s online presence across various social media platforms
- Developing and executing social media strategies
- Producing engaging content to promote city events, initiatives, and services
- Fostering community engagement and strengthening the City’s reputation
Arts and Recreation Center (ARC)
- Supervising the coordination of art-based programs, special events, and excursions
- Daily involvement with youth ages 5–18
- Assisting with set-up and tear down of art exhibits and stage/audio/sound equipment
- Assisting with facility rental equipment setup
- Supporting city-wide special events and excursions
Barnes Park
- Supervising youth and teens on a daily basis
- Coordinating social services and recreation programs including sports, games, and special events
Before and After School Program (BASIC)
- Coordinating art-based programs, special events, excursions, and recreational activities
- Daily engagement and supervision of youth ages 5–18
- Assisting with set-up and tear down of art exhibits and stage/audio/sound equipment
- Supporting city-wide special events and excursions
- Limited operations of the Baldwin Park Historical Museum
Community Center
- Interacting with the public on a daily basis
- Performing clerical duties including handling high volumes of calls and messages
- Receiving, distributing, and filing materials and payments
- Assisting with class registrations and fee collection
- Preparing collections for audit and deposit
Senior Center
- Supervising seniors on a daily basis
- Coordinating recreation programs including senior services, special events, and other activities
- Assisting with monthly shopping and city-wide special events
Teen Center & Skate Park
- Supervising recreation programs including teen services, special events, and excursions
- Daily involvement with teens
- Coordinating programs targeting middle and high school teens including sports, games, and trips
Family Service Center
- Coordinating with social service agencies, schools, community groups, and others regarding youth and family needs
- Maintaining records including registrations, reservations, permission slips, purchasing, accidents, and vandalism
- Providing consultation services to groups and presenting information to community organizations
- Initiating and maintaining communications with at-risk families
- Supervising classes, workshops, and activities for individuals and families
- Responding to public inquiries about Family Services Center programs
- Preparing printed materials and communications about Family Services Center programs
Knowledge, Skills & Abilities
- Ability to assist with coordination and implementation of recreation activities, programs, and events
- Basic proficiency in Microsoft Word, Excel, Publisher, and Outlook
- Excellent verbal and written communication and organizational skills
- Ability to effectively interact with City staff, volunteers, and the public
- Ability to enforce rules and regulations to ensure safety and welfare of participants and exhibits
- Ability to establish and maintain cooperative working relationships
- Ability to create a positive team environment with enthusiasm and willingness to learn
- Bilingual proficiency in Spanish is highly desirable
Minimum Qualifications
- Education equivalent to High School Diploma or GED
- College-level course in recreation or related field preferred
- At least 18 years of age at time of application
- Valid California Driver’s License
- One year of progressive experience in planning or coordinating youth, teen, and/or recreation programs for the public
- Designated as a Mandated Reporter; completion of Mandated Reporter training required within the first two weeks of employment
Licenses & Certification Requirements
- Obtain a valid CPR and First Aid certificate within 30 days of appointment, issued by a source acceptable to the City; must maintain renewals as required
Physical Demands & Working Conditions
Ability to sit, stand, walk, kneel, crouch, squat, twist, stoop, and climb; lift up to 50 pounds; travel to different sites and locations; some activities performed outdoors.
