Program Rep II

About the Role

This position supports a growing, high-profile department by guiding project teams to identify, assess, and mitigate execution risks for complex tasks at Electric Boat’s offsite locations (Focus Factories). The role requires strong critical thinking, interpersonal communication skills, and a proactive approach to risk management. Based in the Groton shipyard, the position involves travel to various Focus Factories and flexibility in work schedule, including off-shifts and weekends, to support key ship events and test programs.

The Program Representative will serve as D377’s onsite presence at the Focus Factories, engaging with internal and external stakeholders—including engineering, ship management, site personnel, and regulatory agencies (SUPSHIP, NRRO, RPCO, etc.)—to ensure successful execution of high-risk work.

Responsibilities

• Aid in shipyard/off-site readiness to execute first-time and high-risk work using the Risk Assessment and Mitigation (RAMP) process.
• Develop knowledge of submarine construction processes through research and interactions, applying critical thinking to identify risk areas.
• Facilitate effective risk review meetings for stakeholders across a variety of projects.
• Provide independent engineering reviews of risk assessments and mitigation methods.
• Ensure engineering engagement in construction-related Learning Sessions.
• Oversee and direct engineering surveillances of construction and testing evolutions.
• Coordinate Senior Management Review Teams for complex tasks.

Qualifications

Required:

• High school diploma or equivalent.
• 2+ years of lifting and handling experience in a shipyard, maritime, or construction environment, including demonstrated ability to execute complex lifting and handling evolutions.
• Working knowledge of project management principles related to risk assessment and mitigation.
• Ability to travel up to 50% with short notice to support aggressively scheduled first-time or high-risk work.

Preferred:

• Bachelor of Science or higher in Mechanical, Aerospace/Aeronautical, Civil, Manufacturing, Naval Architecture, Ocean, or Marine Engineering.
• 5+ years of industry experience in a collaborative engineering/construction environment.
• Demonstrated experience as a Rigger in Charge (RIC).
• Qualified Rigging Certification (API RP 2D or equivalent).
• Naval Propulsion Plant construction experience.
• Project Management Professional (PMP) Certification.
• Demonstrated ability to develop complex lifting and handling procedures.
• Engineering and/or consulting experience leading collaborative, multidisciplinary efforts.

Skills

• Working knowledge of Microsoft Office Products.
• Strong interpersonal and communication skills, with the ability to engage across all levels of the organization and external stakeholders (e.g., SUPSHIP, NRRO).
• Ability to read and interpret Piping and Instrumentation drawings, as well as engineering/mechanical drawings.
• Strong written and verbal communication skills.
• Ability to align high-level objectives with detailed actions.
• Proficiency in evaluating and interrogating lifting and handling diagrams.
