What You’ll Do
- Provide overall leadership and management of the Ukraine EUM contract, ensuring full compliance with the Performance Work Statement, U.S. Government policies, and Versar internal controls.
- Serve as the primary point of contact with INL Kyiv, the COR, and other designated U.S. Government stakeholders.
- Oversee planning, coordination, and execution of EUM activities, including asset handover support, inspections, site visits, and reporting.
- Supervise and manage a dispersed team of Ukrainian national EUM monitoring personnel, including tasking, performance oversight, and quality control.
- Ensure the timely submission and accuracy of all required deliverables, including monthly reports, annual summaries, serious incident reports, and supporting documentation.
- Direct the development and implementation of the Quality Control Plan and ensure corrective actions are taken when deficiencies are identified.
- Oversee travel planning, risk assessments, and operational decisions related to movement in high-risk or restricted environments, consistent with Government guidance.
- Ensure that contractor personnel maintain clear contractor identification and do not perform inherently governmental functions.
- Coincide closely with Versar headquarters to ensure resourcing, staffing continuity, and surge capacity as program demands evolve.
What You’ll Bring
- Bachelor’s degree in international relations, security studies, public administration, logistics, or a related field.
- Minimum of 10 years of progressively responsible experience managing U.S. Government–funded international programs, preferably in security assistance, compliance, logistics, or monitoring roles.
- Demonstrated experience operating in conflict-affected, austere, or high-risk environments.
- Prominent understanding of accountability, compliance, and oversight requirements for U.S. Government–funded equipment or assistance.
- Familiarity with Department of State or Department of Defense security assistance frameworks.
- Experience coordinating with foreign partner ministries or law enforcement entities.
- Must be proficient in English, both written and verbal, to ensure effective communication and collaboration.
- Successful results of pre-employment screenings, including federal background check, MVR, and drug screen.
- Be authorized to work in the US or will be authorized by the successful candidate’s start date.
