Major responsibilities include (not all inclusive):

  • Provide comprehensive project support, content management, Section 508 remediation and strategic advisory services to the USDA Forest Service (FS) Office of Regulatory and Management and Services (ORMS) leadership.
  • Manage digital workspaces, optimize business tools, and facilitate executive-level decision-making.
  • Maintain and optimize the flow of priority correspondence through multiple (legacy and new) systems.
  • Supports the ORMS and USDA important mission of responding to the public (FOIA) and other government and congressional staff while meeting all legislative mandates.
  • Increase operational efficiency, ensure timely and accurate processing of controlled correspondence, and enhance enterprise readiness through improved workflows, documentation, and strategic planning.
  • Document business process workflow for controlled correspondence, Freedom of Information Act (FOIA), Federal Advisory Committee Act (FACA), and records management capability.
  • Establish and adhere to a roadmap, plan, and schedule for implementing improved process improvement of a website.
  • Accurate identification and documentation of the records management and controlled correspondence requirements necessary to achieve a successful implementation effort.
  • Effective strategy planning, standard operating procedures, and processes to address communications, governance, operational processing, etc.
  • Timely identification, mitigation, and monitoring of potential and actual project risks.
  • Thorough identification and recommendations for any cultural changes necessary to support implementations.
  • Workload variability and prioritization will be defined through contract requirements and communicated to the Contractor by the Contracting Officer (CO) or Contracting Officer’s Representative (COR).
  • Responsible for project management tasks including milestone tracking for all ORMS strategic initiatives and meeting facilitation managing executive agendas, preparation of briefing materials, and documenting meeting minutes, action items, and decisions.
  • The Program Manager oversees and coordinates all requirements of a specific contract to ensure they fulfill contract requirements and meet business goals.
  • Main duties include organizing all contract requirements and activities to improve efficiencies while building long-term goals and developing program effectiveness.
  • Assists with recruiting and identifying highly quality candidates, train new hires, train incumbents on new systems, procedures and processes, collect data for reporting program progress and metrics for individuals and the program.
  • Provides daily supervision and management to the Team and is IGH’s primary conduit for information flow to and from Team members and the COR for the contract.
  • Accomplishes Human Resource (HR) objectives by recruiting, selecting, orienting, training, assigning, scheduling, coaching, counseling, and disciplining Team Members.
  • Communicates job expectations, planning, monitoring, appraising, and reviewing job contributions.
  • Plans and reviews compensation actions while enforcing policies and procedures.
  • Achieves operational objectives by contributing information and recommendations to strategic plans and reviews.
  • Prepares and completes action plans.
  • Implements and monitors production, productivity, quality, and customer-service standards by resolving problems, completing audits, identifying trends and determining system improvements while ensuring that the standards are met by all employees.
  • Mets financial objectives by forecasting requirements.
  • Updates job knowledge by participating in educational opportunities, reading professional publications, maintaining personal networks and participating in professional organizations.
  • Reviews, evaluates, and enhances all contract deliverable to the customer produced by each Team Member.
  • Enhances the department and organizational reputation by accepting ownership for accomplishing new and different requests and explores opportunities to add value to job accomplishment.
  • Establish and maintain a pipeline of target opportunities to ensure continued growth of the company.
  • Conduct ongoing and routine outreach to existing and potential clients.
  • Identify, escalate, and resolve issues affecting successful project performance.
  • Establishes and maintains a close working relationship with subcontractors and prime contractor partners.
  • Contributes to the overall corporate strategy development in the areas of Program Management and Business Development.
  • Coincides T1 Background checks for Team members with the Trusted Agent.
  • Coordinates issuance of PIV cards in a timely manner.
  • Monitor attendance and performance of members of the Team members.
  • Approve Time sheets daily.
  • Conduct counseling of members of Team members while documenting and making necessary corrective actions.
  • Administer Personal Time Off in accordance with the IGH Employee Handbook and ensure accurate reporting of same into prescribed on-line systems.
  • Manage travel required to support the mission of Team members, review, approve and submit Requests for Reimbursement in a Timely manner.
  • Be knowledgeable of able to perform all tasks required of all Team members.
  • Organize daily activities based on the goals of the Contract.
  • Devise new programs that support the Contract’s objectives.
  • Develop sustainable goals for the Team.
  • Working with IGH Staff and other departments to develop budgets and plans for the program.
  • Evaluate and assess the programs’ strengths and weaknesses.
  • Monitor employees supporting the contract to ensure goals are met and reported accurately.
  • Meet with stakeholders to review program status and goals.
  • Develop a marketing plan to improve strategies for the contract.

Qualifications:

  • Project Manager (PM) shall have a minimum of 10 years of experience providing business services to Federal organizations.
  • The PM shall also be a subject matter expert (SME) with Federal Records Management, including FOIA and FACA requirements, Section 508 Regulations, as well as expertise with technical writing requirements for the federal government.
  • A standard T1 background check will be conducted prior to employment.
  • Demonstrated staffing, planning and personal expertise in “People Management” Skills.
  • Must be able to manage profitability of the USDA Forest Service Correspondence and Project Management Support Contract and promote process improvement systems.
  • Must have sound strategic planning capabilities.
  • Expert skills at dealing with complex situations and analyzing complex data and information systems.
  • Must possess expert performance management and personnel enhancement skills.
